PURPOSE

The Controller oversees the financial management and accounting operations of the organization, ensuring compliance with both commercial and government regulations. This role requires expertise in government contract accounting, FAR/DFARS compliance, and financial reporting standards applicable to both sectors. The Controller will manage financial planning, reporting, and audits while providing strategic support to leadership to achieve organizational goals.

ESSENTIAL RESPONSIBILITIES & DUTIES

Financial Management and Accounting

  • Oversee all accounting functions, including accounts payable, accounts receivable, payroll, and general ledger management.
  • Ensure accurate financial reporting for commercial and government contracts in compliance with applicable standards.
  • Manage the month-end and year-end closing processes and prepare financial statements in accordance with GAAP.

Compliance with Government Regulations

  • Ensure compliance with FAR, DFARS, CAS, and other government regulations.
  • Maintain accurate records and documentation to meet DCAA audit requirements.
  • Monitor and manage indirect cost rates, including calculating and applying overhead, G&A, and fringe rates.
  • Ensure compliance with cost allowability, allocability, and reasonableness under government contracts.

Financial Reporting

  • Prepare and present financial reports, including income statements, balance sheets, cash flow statements, and variance analyses.
  • Provide financial insights to support decision-making for both commercial and government projects.
  • Develop and maintain reporting tools for accurate tracking of project financials.

Budgeting and Forecasting

  • Lead the preparation of annual budgets and rolling forecasts for commercial and government operations.
  • Monitor financial performance, identify variances, and recommend corrective actions to meet organizational objectives.
  • Support pricing and cost proposals for government and commercial bids.

Audit and Internal Controls

  • Coordinate external audits, including DCAA, financial, and compliance audits, and ensure successful outcomes.
  • Develop, implement, and maintain robust internal controls to safeguard organizational assets.
  • Ensure compliance with federal, state, and local tax regulations.

Government and Commercial Contract Management

  • Collaborate with contract managers to ensure proper financial setup, billing, and monitoring of government and commercial contracts.
  • Review and approve contract-related invoices to ensure accuracy and compliance.
  • Monitor accounts receivable to ensure timely payments from government and commercial customers.

Leadership and Team Management

  • Supervise and mentor accounting staff, ensuring adherence to policies and fostering professional growth.
  • Build a high-performing finance team capable of meeting the unique demands of government and commercial customers.
  • Promote a culture of compliance, accuracy, and continuous improvement within the department.

Strategic Financial Support

  • Provide financial analysis and recommendations to senior management to support business strategies.
  • Assist in mergers, acquisitions, or new business ventures related to government and commercial opportunities.
  • Stay current with changes in regulations and best practices in government and commercial financial management.

MINIMUM REQUIREMENTS

  • Education: Bachelor’s degree in Accounting, Finance or a related field; CPA, CMA or equivalent certification preferred
  • Min 10 years of accounting / finance experience, including 3 years in government contract accounting
  • Strong understanding of FAR, DFARS, CAS and DCAA requirements
  • Experience managing financial operations for both commercial and government customers
  • Proficiency with ERP systems and accounting software (e.g., Deltek Costpoint, SAP, Plex)
  • Advanced skills in Microsoft Excel and financial modeling
  • Strong analytical and problem-solving abilities.
  • Excellent knowledge of government contract compliance and commercial accounting practices.
  • Effective leadership and team management skills.
  • Strong communication and interpersonal abilities to work across departments.
  • High level of integrity and attention to detail.

PREFERRED QUALIFICATIONS

  • Experience in preparing Incurred Cost Submissions (ICS).
  • Familiarity with government reporting systems like SAM.gov, eSRS, or FPDS.
  • Previous experience in industries such as defense, aerospace, or technology is highly desirable.
