Job Summary
This position is located in the Department of Youth Rehabilitation Services (DYRS), Secure Programs. The incumbent is responsible for reviewing, assessing, and analyzing DYRS' Secure Programs and service delivery performance outsomes; providing leadership in oversight and monitoring of quality assurance and levels of intensity classifications, developing and implementing strategies to enhance programs and service delivery and making recommendations on policies, procedures and practices that promote quality programs and servics for the success of committed youth and their families.
Duties And Responsibilities
The incumbent will be responsible for reviewing, assessing, and analyzing information impacting the administration of programs within the Secure Programs division. The incumbent will create and evaluate strategies for the provision of monitoring and evaluating performance outcomes of secure programs services and delivery. Organize and lead workgroups to help standardize service delivery. Evaluate the effectiveness of programs, provide timely feedback regarding the performance of programs, and make timely recommendation for changes and improvements. Provide training and technical assistance for internal and external stakeholders. Make recommendations for policy, procedural, and programmatic changes based on research and assessments of best practices and evidence-based programs.
The incumbent will provide oversight of quality assurance and develop and implement plans and processes to ensure program efficiency. Devise a system of controls and maintain accurate records of monitoring activities. Conduct audits of secure programs, services and placements, consistent with levels of intensity classifications. Monitor and review all incident reports filed by secure programs. Collaborate with internal and external stakeholders to discuss problems and unusual complexities that may be occurring in the facilities and ways to resolve matters for the safety of youth, families and the community.
Qualifications And Education
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level.

Working Conditions / Environment
Work is performed in a juvenile detention facility. Some degree of hazard may be present in working with high risk youth in custody with histories of aggressive conduct and disruptive behavioral problems.

Tour of Duty: 9:00AM - 5:30 PM, Monday to Friday. Work is performed in a 24/7 secure facility; therefore, hours and days may vary depending on administrative duties and program needs. .
Pay Plan, Series and Grade: MS-0340-13.
Promotion Potential: No Known Promotion Potential.
Duration of Appointment: MSS At-Will. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit (Nonunion): This position is not in a collective bargaining unit.
Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a safety-sensitive position.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment.
