Job Summary
This position is located in the District Department of Transportation (DDOT), Transportation Planning Administration, Capital Planning Division (CPD).
The incumbent serves as the manager for the Capital Corridors Branch, providing leadership and direction for staff in the development of large-scale corridor transportation plans and studies. The Capital Corridors Branch primarily leads planning efforts on the District’s Vision Zero High-Injury Network, which will be advanced into design and construction of major capital projects, as well as interim quick-build improvements. Special emphasis is placed on developing and implementing a multi-modal comprehensive approach that improves safety for all roadway users, including pedestrians, bicyclists, transit riders, and drivers.
Duties And Responsibilities
Provides technically authoritative advice and guidance to top level management on complex, controversial, and/or sensitive city-wide private development projects and public space permits. Develops responses to high level inquiries for information from the agency, District Government officials or others regarding agency reviews and findings the management of transportation systems and facilities issues. Coordinates the development of comprehensive transportation position statements and recommend proposals for improvement of transportation services related to proposed land use and public space permit decisions. Supervises the exploration and evaluation of the following representative types of factors relative to proposed land use and public space use considerations, such as: ascertaining trip distributions, comparison of existing street and transit capacities and associated service levels of roadways and transit services.
Supervises the examination of economic and social impacts of modifying street designs. The conflicting interests created in social, business, economic and environmental factors, etc. require that the incumbent investigate these multi-faceted considerations in formulation of Department transportation positions. Addresses problems encountered on a multi-disciplinary level which are directly related to such specialized areas as traffic, right-of-way, highway and bridge design, and coordination and application of comments from departmental transportation and engineering experts in formulating the Department's position.
Qualifications And Education
Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
Prior Supervisory/management Experience Is Preferred.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
