Job Summary
The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.
This position serves as an Environmental Protection Specialist in the Natural Resources Administration, Watershed Protection Division, RiverSmart and Incentives Branch. The mission of the Watershed Protection Division is to conserve the soil and water resources of the District of Columbia and protect its watersheds from nonpoint source pollution. The primary role of this position is to manage the RiverSmart Communities program, perform stormwater assessments and related duties in support of the operation of the RiverSmart Homes program. The position involves managing a large grant program, working closely with grantees, sub-contractors and community members, budget management, reviewing quarterly reports and approving invoices. The position also requires working with residential property owners while conducting stormwater assessments, explaining techniques to control non-point source pollution, effectively communicating the benefits of stormwater practices, assessing properties and suggesting the appropriate best management practice, entering information into a GIS-based tracking system, and coordinating with grantees and subcontractors to ensure that stormwater practices are installed appropriately. This position will coordinate RiverSmart Homes data management including information in ArcGIS and Octo.
Duties and Responsibilities
The incumbent in this role will conduct requests for applications (RFAs), reviews proposals, and administers the solicitation process. They will meet with local groups composed of private citizens or representatives of public or private associations to acquaint them with departmental policy on environmental matters and provide information regarding proper methods for controlling and abating environmental hazards and for conserving natural resources as required. They will aid in managing sub-grants, including assisting in writing agreements, preparing correspondence, conducting on-site visits, reviewing and approving reports, and maintaining grant files. Including providing assistance in developing documents required by the Department, including strategic plans, briefings, annual reports, and fact sheets.
Additionally, the incumbent will assist in developing federal grant applications, project cooperative agreements, and memoranda of understanding, and ensures that the grant or agreement conditions are followed. Prepares annual work plan, and monthly, quarterly, mid-year, and annual reports. Helps in planning and developing educational and technical displays, including charts, graphs, statistical tables, and other aids for use by Department officials in conferences and community programs, and for reports and studies. They will make presentations to the public and the regulated community on environmental and natural resource issues and concerns.
Qualifications and Education
Specialized Experience : Specialized experience is experience that has equipped the applicant with the particular competencies / knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.
Preferred Experience : Experience managing grants, including budgeting and grantee management. Ability to manipulate information technology, including geographic information systems (GIS) and Excel, and manage and track performance metrics and report on deliverables is important.
