Duties

• Interface with key functional staff at many levels within the organization. Convincingly defend and justify program initiatives according to the data driven value they bring.
• Establish, develop, implement, and manage framework to measure the performance of the branch IT Programs. The framework includes repeatable process to perform measurements, conduct analysis, provide recommendations, establish benchmarks, and more.
• Oversee the development of performance measurements to achieve better performance, which results in increase efficiencies and cost savings.
• Heads teams in management of IT Programs and measurements of whether performance is positively aligned with the Agency’s business and policy goals.
• Determines objectives and sets priorities, anticipates potential threats or opportunities.

• This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• This is a drug testing designated position.
• Position requires infrequent TDY, usually of short duration (2-3 days). Use of military air may be required. Travel is less than 20% of time.
• This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.

Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.

Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

Qualifying Experience

To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience establishing, managing, and documenting IT Programs such as Configuration/Change Management, Governance, and Process Management. Experience reviewing, analyzing, and integrating networked systems.

Education

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.

There is no substitution of education for the qualifying experienceat the GG-14 grade level.

• This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
