Position: Federal Proposal Manager
Location: Ashburn, VA (REMOTE)
Duration: Full Time
Delviom is hiring highly energetic, a go-getter with exceptional communication skills who can collaborate well with Sales and Technical teams to collate information required for successful Proposal response development within the stipulated timelines. Lead the development of complex, proposals opportunities in collaboration with the Capture Manager and a team of experts in diverse areas. Highly organized and willing to take ownership of managing repository of past proposals, collaterals, and other documents created as part of Pre-Sales and Proposal development. The Proposal Manager will work closely with the COO to develop and execute Federal or state proposals.
Required Skills:
- 5 years of experience with Cyber Security Proposal/ Capture for Federal and State customers in the US.
- Interact effectively, both verbally and in writing, with senior leadership and staff including the capture manager, program/project manager, account manager, and others throughout the development of the proposal, both Pre-RFP and Post RFP.
- Develop a proposal strategy that results in a high quality, compliant and compelling proposal that will score high have the optimal win probability.
- Demonstrated experience managing and developing complex, voluminous proposals for multi-billion-dollar opportunities including all proposal volumes (technical, solution, cost, and others).
- Demonstrated experience developing and applying proposal management artifacts including but not limited to the following: proposal schedule, outline, compliance matrix, kick-off, storyboards, mock-ups, colour review in-briefs and de-briefs, and others.
- Demonstrated experience applying the rigor of formal proposal processes in the development of proposals.
- Possess strong time management and prioritization skills, strong English language skills, excellent attention to detail, and good judgement in decision-making.
- Advanced MS Word and MS Office skills are required.
- Prefer - APMP certification and/or PMP certification
- Relevant experience outside of proposal management (e.g., project management, capture management, account management) that enriches proposal management capabilities.

Pay: $95,000.00 - $110,000.00 per year
