The Department of Administrative Services (DAS) is the central administrative agency that leads state government to implement the policy and budget decisions of the Governor and Oregon Legislature. The Chief Financial Office (CFO) is responsible for enterprise-wide fiscal planning and policy leadership. The CFO provides guidance, training and direction to ensure fiscal integrity and consistency across executive branch state agencies. The Office routinely represents the Governor with other elected officials, political subdivisions, and other states. Per Legislative direction, DAS, through the CFO, provides a number of General Fund grants to specific entities. The grants are approved in a Legislative Session or through Emergency Board action, the amounts vary from under $100,000 to millions, and cover various purposes.
As Grant Coordinator, you are responsible for administering grant programs run through the CFO. This includes getting grant agreements drafted and through legal sufficiency review, working through specific concerns on the terms and conditions of the agreement with the grantee, DAS, and Department of Justice, releasing funding, tracking progress reports, reviewing reports to ensure grant funds are being used as outlined in grant agreements, and providing updates to both the Executive and Legislative Branch. In addition to direct General Fund grants this position will also be responsible for creation of grant programs as directed in statute. This work would include developing program rules, application process, developing selection criteria and working with applicants prior to development of agreements.

What We Are Looking For
Minimum Qualifications:
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a grant program; OR
  • Any combination of experience or education equivalent to five years of grant experience that typically supports the knowledge and skill requirements listed for the classification.
Desired Attributes:
  • Experience with grant management, budgeting and expense tracking, and associated reporting requirements.
  • Demonstrated experience applying laws, rules, and policies and accurately evaluating information.
  • Experience recognizing issues, developing effective solutions, and building consensus-based solutions.
  • Experience working collaboratively in teams (to include staff, external organizations and/or elected officials) to bring multi-faceted assignments to a successful conclusion.
  • Skill in communicating effectively (orally and in writing) as appropriate for the needs of the audience.
  • Strong organization and project management skills; including the ability to manage multiple priorities, work with multiple deadlines, navigate continual change, and pivot between competing priorities.
  • Experience developing program guidelines, processes, procedures, and rules.
