Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking qualified individual to fill the Adult Behavioral Health Manager position. This position has supervisory responsibility for a team of adult mental health program specialists within the Office of Adult Community Behavioral Health Services; is essential in maintaining daily and long-range program success including budget monitoring, programmatic expertise, planning large scale activities and ensuring deliverables of agency priorities are being met; and reports and works closely to the Adult Community Behavioral Health Director in developing procedures for establishing and maintaining consistent, strong, and collaborative relationships with regional community providers, leadership within the office and plays a lead role in carrying out large scale initiatives for the division as it relates to quality services for adults with serious mental illness. This position is also responsible for the management of administrative, budgeting, planning, scheduling, operational, and programmatic activities of the team assigned to them; decisions that affect federal block grant compliance outcomes, implementation of CSB monitoring activities, and meeting established requirements for ongoing state and federal treatment funding. This position works with the team to ensure members possess the knowledge, skills, and abilities to provide support, guidance, and technical assistance across all behavioral health populations and service areas; and regularly interacts with internal and external stakeholders, CSB clinical leadership, internal DBHDS partners, and state-level stakeholders. This position does require some traveling.

Additional Responsibilities Include
- Producing clear and concise reports, policy analyses, briefing papers and correspondence related to project operations as needed, on a timely basis.
- Applying knowledge of community-based programs to establish a continuous quality improvement monitoring and reporting system for the Specialist team.
- Collaborating with Community Support Services and Fiscal unit to design data collection and reporting protocols required to support a statewide performance and quality improvement system.
- Utilizing objective data available to complete assessment and to determine activities needed.
- Strong leadership and management skills including direct supervision with demonstrated ability to motivate staff and cultivate teamwork.
- Effective communication both written and verbally, including public speaking.
- Thorough knowledge of and experience with the public and private behavioral health service delivery system in Virginia, particularly the Community Service Board system.
- Knowledge and understanding of recovery concepts and person-centered practice, and how to apply these principles in service management and delivery.
- Strong organization and time management skills in order to direct teams, coordinate multiple projects, and spearhead initiatives.
- Skilled in interpreting, evaluating, and program-related analyzing data.
- Proven skills adapting and implementing quality improvement initiatives in behavioral health settings.
- Demonstrated ability to establish and maintain effective and productive working relationships with stakeholders on the state, regional, and local levels.
- Demonstrated ability to articulate and implement change management and organizational transition initiatives.
- Proven ability to establish and maintain organizational awareness of core processes, structure, vision, mission, values, unit goals within partner organizations.
