Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly qualified, passionate, motivated human services and/or housing professional who understands that stable and affordable housing significantly impacts overall health and wellbeing. This position participates in statewide initiatives to improve housing opportunities for individuals who are experiencing or at-risk of homelessness and/or institutionalization and works as part of a team that monitors and provides training and technical assistance to DBHDS' Permanent Supportive Housing programs. This position also ensures that programs maintain fidelity to best practice standards and that all housing resources assist participants with achieving positive outcomes. In addition, this position will outreach and seek partnerships, negotiate and execute contracts, oversee implementation and program operations, provide training and technical assistance to internal and external stakeholders, and advise housing and community support services program and policy development among other duties.

Minimum Qualifications

  • Knowledge of Virginia's public behavioral health, developmental disability, and housing systems.
  • Knowledge of Virginia’s public procurement system, eVA, and contract execution, management, and administration.
  • Knowledge of evidence-based practices of supportive housing and the ability to translate those practices into program guidance.
  • Knowledge of the challenges facing public-private partnerships with private sector property managers and landlords.
  • Familiarity with regulations and procedures for the administration of rental assistance for low-income households including eligibility, housing quality standards, and subsidy calculations.
  • Familiarity with regulations and procedures associated with various low-income housing operating funding, financing, and supported housing programs.
  • Knowledge of Virginia Residential Landlord Tenant and Fair Housing Law.
  • Ability to interpret Federal and State laws and administrative rules and regulations governing these programs and the funding sources that support them.
  • Ability to accurately enter data and interpret provider outcome reports.
  • Ability to provide constructive feedback to providers/contractors while maintaining positive working relationships.
  • Ability to interpret Federal and State laws, rules, and regulations and apply them to program initiatives.
  • Ability to work independently: strong time management, organizational, prioritization, and analytical skills
  • Experience in a professional work environment, with proven ability to communicate effectively both verbally and in writing and to collaborate successfully with others.
  • Advanced understanding and proficiency with Microsoft Office Suite products.

Additional Considerations

  • Considerable experience working in or with a direct service organization providing behavioral health, developmental disability, and/or housing/homeless services.
