  • Note: this position will receive a Cost of Living Adjustment (COLA) increase of 6.55% which is not reflected in the salary listed in this posting. The effective date of the increase is January 1, 2025 for February 1, 2025 paychecks.
The Employee Services Division of the Oregon Department of Corrections is actively recruiting to fill a Payroll Analyst, in the Payroll Unit. This position may be located throughout the state, work location will be determined at time of appointment, and is approved for hybrid remote work. This recruitment will be used to fill one limit duration assignments estimated to last 2 years. Work-Out-of-Class or Rotation may be considered to current state employees only. Current State employees will be required to attach a supervisor’s authorization to apply. All interested parties are encouraged to apply. About the Job – Your Role
The Payroll Analyst is responsible for reviewing and providing guidance to employees, managers, and human resources staff for entries into the payroll and benefit systems. This position will review and analyze reports. Apply basic bookkeeping, payroll, or benefit practices and principles in accordance with the various rules, policies, collective bargaining agreements, and state and federal regulations. Perform analysis, recommend, communicate, and apply of agency payroll, benefits, or protected leave data. Provide basic training to employees and managers on the payroll and benefit systems. Instruct staff on proper timesheet entry and coding. Liaise with agency benefits administrators.
Minimum Qualifications
Your application materials will be reviewed to verify that you have:
  • Two (2) years of experience analyzing, calculating, recording, and maintaining routine financial information that must include accounting, financial or numerical data, or payroll processing; OR
  • At least 96 quarter (64 semester) credit hours or an associate’s degree from an accredited college, university, or vocational technical school that includes 12 quarter (8 semester) hours in accounting, business, or finance; OR
  • Possession of a Certified Payroll Professional’s (CPP) certificate; OR
  • One year of experience analyzing, calculating, recording, and maintaining routine financial information that must include accounting, data, or payroll processing; AND
  • At least 44 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 8 quarter (5 semester) hours in accounting, business, or finance; OR
  • One year of experience analyzing, calculating, recording, and maintaining routine financial information and must include accounting, data, or payroll processing; AND
  • Possession of a payroll certification from an accredited college, university, or vocational-technical school.
Requested Skills
  • Knowledge of bookkeeping or payroll principles, practices, and procedures;
  • Operating a computer to enter, update, and retrieve payroll, benefits, and protected leave information;
  • Experience working with FMLA, OFLA, Affordable Care Act, and other protected leave laws;
  • Experience working with retirement benefits;
  • Analyzing, applying, preparing, tracking, resolving discrepancies, locating errors, and interpreting of payroll, benefits, and protected leave;
  • Compiling and analyzing payroll information for reports;
  • Experience working with timesheet entry and coding;
  • Resolving errors, balance accounts, and records;
  • Interpreting and applying rules, policy, rules, statutes, federal and state regulations, and collective bargaining agreements.
Preferred Skills:
  • Knowledge of governmental payroll policies, procedures, and operations;
  • Experience working with Workday system.

Working Conditions
Work includes extended sitting time at a computer terminal, involvement in telephone conversations, writing various documents, and data entry. You will work as a member of an office team where conversations and paperwork of a sensitive nature are generated and will be required to keep this information confidential.

About the Process – What to Expect

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
