Specialized Experience GS 13: One year of specialized experience which includes analyzing assigned programs to identify deficiencies, ensuring contractors meet the commitment of their contracts, providing guidance specific to the development and/or delivery of contracts, utilizing automated systems to track and manage assignments across multiple contracts, and monitoring contractor performance, reviewing deliverables and invoices, and/or preparing appropriate documentation relative to negotiation and pricing actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Specialized Experience GS 14: One year of specialized experience which includes incorporating analysis of program requirements into policy recommendations, monitoring the technical or administrative aspects of contractor performance during the life cycle of the contract, providing expert guidance specific to programmatic data and financial analysis for all assigned contracts, creating data displays depicting the status of programs and/or contracts, and maintaining and reviewing completed official contract file to ensure all contractual requirements are satisfied. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Time in Grade Requirement for GS 13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Time in Grade Requirement for GS 14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
A writing sample may be required by management within the interview process.

Additional information
- Serve as a Financial Readiness Program Analyst with expertise in developing, delivering, and reporting on the DoD-wide Financial Readiness program and contract evaluation and assessment.
- Ensure that contractors meet the commitment of their contracts.
- Maintain technical expertise relevant to the contract requirements overseen in order to monitor the technical and performance aspects of the contract.
- Provide expert consultation and guidance specific to the development and delivery of contract action reports and satisfaction feedback, in addition to providing expert consultation on all research projects relevant to assigned contracts.
- Present and defend proposed and existing contract program and budget efforts.
- Serve as the expert on contract terms and conditions, monitor contractor performance, review deliverables and invoices, and prepares appropriate documentation relative to negotiation and pricing actions.
- Provide Contracting Officer's Representative (COR) expertise on a variety of programs, services, and training responsive to the needs of service members and their families.

Salary : $120,579 - $185,234
