About Youth Services through the Vocational Rehabilitation Program (VR)
VR’s Youth Services are a continuum of opportunities for youth in Oregon ages 14-24. VR collaborates with schools, business, and agencies across the sate toward the end goal that each youth has a path toward a meaningful career. Sometimes VR will enter into contract for these services. Ensuring consistent, relevant, compliant, and innovative approaches to contracted partnership for these services is the priority of the VR Youth Contracts Coordinator.
Summary of Duties
As a Youth Contracts Coordinator, you will:
  • Lead the youth team toward consistent contracting approaches and practices that minimize administrative burden and maximize service youth, while working within the federal and state requirements of contracting for these services.
  • Develop and publish contract guidance documents, forms, and systems of documentation for all youth contracts.
  • Develop, maintain, or improve fiscal processing, monitoring and reporting tools and systems for all youth contracts.
  • Use methods and guidelines outlined in the DAS Contract Administration Training, along will all required procedures from the Office of Contracts and Procurement to administer contracts statewide, including:
    • Developing biennial request for proposals, holding bidder conferences, developing, monitoring contracts between VR and contracted partners.
    • Direct appointing Intergovernmental Agreements when procurement is not in the best interest of the partnership.
    • Negotiating terms of final agreement and amending when required or agreed upon between parties.
  • Oversee, monitor, and track budgets and spending plans which includes high level budget analyses and reporting.
  • Conduct community forums, presentation, and the like to groups of teachers, local program directors and coordinators, administrators, professional organizations, and parents to communicate cross agency strategies and solicit their support.
  • Conduct on-going monitoring, both virtually and physically, of programmatic services and funds management for effectiveness, efficiency and compliance with State and Federal policies and procedures.
  • Analyze various forms of data submitted by the participating contractors and from ORCA (VR automated case management system) to monitor activities and outcome achievement.
  • Draft, review, and make recommendation on policy relating to youth services, including contracting for these services.
  • Train VR staff and partners to policy around youth services, including contracting for youth services.
  • Develops quality assurance methods to evaluate impact.
  • Lead teams or work groups to research, develop and implement statewide strategies with all Stakeholders that increase capacity to provide transition services to our shared youth. Administers program and policy consultation to various Stakeholders: Oregon Vocational Rehabilitation departments and branches, Tribal Vocational Rehabilitation, schools and their districts, community colleges, Oregon Youth Authority, McKinney Vento service providers, charter entities, private enterprise, professional organizations, other community members, youth, and parents.
  • Apply a remote work / distance learning lens to all facets of programming when appropriate or required by staying informed on updated guidance for both schools and the VR agency and sharing relevant information with all contracted partners.
Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program

Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
Essential Attributes
We are looking for candidates with:
  • Strong analytical and writing skills.
  • Strong communication and public speaking skills.
  • Strong budget management and fiscal planning, forecasting and reporting skills.
  • Must have a working understanding of the Rehabilitation Act of 1973, as amended in 1998, and reauthorized by the WIOA 2014 particularly as it relates to youth with disabilities transitioning from secondary to post-secondary education, training, or employment.
  • Must have a working knowledge of Pre-Employment Transition Services.
  • Must have or develop a working understanding of the Individuals with Disabilities Improvement Act of 2004 as it relates to youth with disabilities transitioning from secondary to post-secondary education, training or employment, and a working understanding of Oregon's secondary school and special education systems.
  • Experience developing and overseeing contracts, including both programmatic and fiscal elements.

Working Conditions
  • Your work will be conducted in a hybrid format that includes office work, and some work that can be conducted 50% remotely.
  • Regular travel to other offices, meetings and trainings is required, sometimes in inclement weather. Incumbent travels across Oregon throughout the year to conduct business and to attend state and local conferences.
  • Occasional evening and/or weekend travel or work assignments is necessary.
  • Responsible for maintaining good working relationships with other employees, other state agencies and programs and other organizations and groups, and building the consensus, agreement or buy-in necessary to move forward on transition issues and activities.

  • Finalists for this position will be subject to a computerized criminal history and abuse check. Adverse background information will be reviewed and could result in withdrawal of a conditional job offer or termination of employment.
  • The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm that you are authorized to work in the United States.
  • In the event incumbent is not proficient in area of grants and contracts development and oversight, related ODHS/DAS and RSA requirements and procedures, and in the use of spreadsheet software and other computer programs necessary to carry out the responsibilities of this position, incumbent will successfully complete the training necessary to be proficient in these areas within six months of hire.
  • A valid driver’s license and acceptable driving record are required for this position.
