JOB SUMMARY
This position is located in the Aquatic Programs and Services Division, D.C. Department of Parks and Recreation (DPR). The mission of the Aquatics Program is to provide the citizens of the District of Columbia a diverse and comprehensive scope of water-related activities. Presently there are eleven (11) indoor pools (one therapeutic), twenty (20) outdoor pools and twenty-four (24) spray parks.
DUTIES AND RESPONSIBILITIES
Incumbent is responsible for execution of administrative duties for the operations of the Aquatic Program. Provides, secures and negotiates resources and services needed to manage and operate effectively. Provides recommendations that may revise or redefine the methods or techniques needed to direct the Aquatics Program. Develops, implements and monitors new programs to achieve the expected goals. Manages unknown variables expeditiously in order that the large number of employees, community groups and other programs are not adversely affected. Coordinates budget preparation and control, record control, procurement, and issuance of equipment and supplies. Maintains records for personnel, equipment, supplies and overall operation of the program. Maintains and collects material and data for recording. Is responsible for personnel issues. Receives requests for supplies and ensures that they are purchased. Maintains a record of supplies ordered, upon receipt of such supplies, assures that supplies are disseminated. Directs operational services such as maintenance of facilities, equipment repairs disbursement of mail and the proper maintenance of all records and files.
Supervises Recreational Specialists and Aids. Also supervises special consultants, summer employees serving as managers and assistant managers of pools, lifeguards, night watchmen and swimming coaches. Maintains support for the Aquatics and other recreational programs with the various communities, news media, individuals from the private sector, interagency and outside agencies, union representatives, et.al. Responsible for general pool maintenance and schedules both pre- and post-season preventive maintenance. Solves problems involving the mechanical systems of the pools. Determines the nature of mechanical difficulties and arranges to have repairs performed by skilled mechanics. Incumbent will inspect pools and maintain operation of pumps, motors, filters, computerized electronic controls, plumbing and pool equipment. Handles hazardous chemicals such as chlorine, bromine, muriatic acid, caustic soda and test kit materials for pool set ups. Troubleshoots and oversees mechanical systems abnormalities by using appropriate testing devices to locate malfunctions and resolve issues in a timely manner. Instructs pool staff and provide general oversight on the proper operation and maintenance of pool equipment, filtration and pool chemistry. Supervise subordinate aquatic technician staff. Prepares outdoor pools and pool buildings for summer operation and winter shut down.
EDUCATION AND QUALIFICATIONS
Candidates must have at least one (1) year of specialized experience equivalent to the CS-11 grade level in the District of Columbia government service. This experience could have been obtained in the public or private sector. Specialized experience for this position includes experience in planning, administering and executing aquatic and fitness programs; and experience in lifeguard, pool operation, pool management or aquatic training. This experience may have been gained managing indoor or outdoor aquatic programs and facilities.
LICENSES AND CERTIFICATIONS
Must possess and maintain the following certifications:
Cardiopulmonary resuscitation (CPR) for the Professional Rescuer/AED (Automated External Defibrillator) Certified Pool Operator (CPO) certification
Aquatic Facilities Operator (AFO) and First Responder Certification must be obtained within six months of reporting for duty
Highly desirable are the following certificates issued by the International Lifeguard Training Program: Lifeguard Certificate, Lifeguard Instructor Certificate.
WORKING CONDITIONS/ENVIRONMENT
Aquatic recreation activities involve everyday risks or discomforts, which require normal safety precautions. The work area is adequately lighted, heated and ventilated.

This position is designated as safety sensitive.
Incumbent must undergo and successfully pass a Drug and Alcohol Test and Criminal Background Investigation as mandated by Title II of the Child and Youth, Safety and Health Omnibus Act of 2004. Once hired, the incumbent shall be subject to mandatory random drug and alcohol testing.
