WATER AND SEWAGE PLANT SUPERVISOR – CENTRAL VALLEY DISTRICT / FACILITIES DEVELOPMENT / COLUMBIA STATE HISTORIC PARK

This classification is subject to the Post and Bid process. Applications from a certification list, transfer change in class, reinstatement, re-employment, and training and development assignment candidates will be accepted for this position but consistent with the MOU/Bargaining Agreement BU12/13 contract cannot be acted upon unless the Post & Bid process does not result in a hire.


The reporting location for this position is Columbia State Historic Park, located in Columbia, California. This position will work under the general direction of the District Maintenance Chief. This position is known as the “Operator in Charge” for Facilities Development and has oversight responsibility for the operation and maintenance of the water and wastewater systems throughout the Sector. This position directs the work of others in system operations and may be requested to work with or direct staff in system related matters at other Sectors within the Central Valley District.


The incumbent’s work schedule will be Monday to Friday from 7:00am to 3:30pm

This position requires a valid Class C driver’s license. You must answer the questions addressing your driver’s license on your application. Ensure you provide your driver’s license number, class, expiration date, and any endorsements and/or restrictions on your application.

A T-2 Water Treatment Certificate and Wastewater Operator Certificate grade 2 are required. This position is designated Chief Plant Operator and is eligible for pay differential #234.

This position is designated as not telework eligible.


Per California Code of Regulations (CCR) 599.961, this is a sensitive position, and therefore subject to drug and alcohol testing. It should be noted that testing is not mandatory, but is allowed to be conducted only if and when there is a determination of reasonable suspicion as defined in CCR 599.962.

Working Conditions

Work Environment:
  • Work outdoors in various types of weather, work in unpleasant conditions
  • Work in hazardous situations (e.g., around raw sewage, chemicals)
  • Works at elevated heights or near fast moving machinery or traffic
Physical Abilities:
  • Requires movement of heavy objects
  • Ability to walk across uneven terrain in both uphill and downhill conditions performing the position duties
  • Standing for long periods of time (up to 2 hours) to perform the duties associated with the job

To be appointed you must satisfy one of the following requirements:

  • Transfer Eligibility – Must have current employment with the State of California in the same classification or in a classification that is comparable. If in a different classification, you must meet the minimum qualifications (see Minimum Qualifications section and associated links above).

  • Reinstatement Eligibility – Previously obtained permanent employment with the State of California in the same classification or in a classification that is comparable. If in a different classification, you must meet the minimum qualifications (see Minimum Qualifications section and associated links above).

In some special circumstances, candidates who meet the Minimum Qualifications for the position, but who do not have one of the types of eligibility listed above, may be hired. However, this is rare, and the preferred method of appointment is through eligibility as described above.
