Accountant (Accountant 1)
This recruitment is for one (1), regular, full-time position located in Salem, OR (4190 Aumsville Hwy SE) and is represented by Oregon Public Safety Association. This recruitment will be used to establish a list of qualified applicants and may be used to fill future vacancies.
Position Schedule: Standard business hours (ranging from start time and lunch time taken). This position is in an in-person position.

What you will be doing:
The role ensures accounting transactions comply with internal controls, GAAP, regulations, and agency policies, while reconciling accounts, making adjustments in SFMA, and answering financial inquiries. Responsibilities include preparing reports, reviewing the Statewide Balancing Reports, addressing reconciliation issues, and applying fiscal policies to DPSST functions. The position serves as the SPOTS Card Coordinator, ensures 1099-MISC compliance, and handles accounts receivable, including invoicing, tracking, and coordination with other departments. Additional duties include grant invoicing, reconciliation, reporting, bank reconciliations, and supporting year-end processes. The role also involves reviewing SFMA transactions, monitoring travel card payments, and assisting with team reporting and research.

The Department of Public Safety Standards and Training (DPSST) oversees the development of professional standards and the delivery of quality training for law enforcement officers, corrections officers, parole and probation officers, firefighters, telecommunicators, and emergency medical dispatchers. Minimum Qualifications:
A bachelor’s degree in accounting.
OR
Possession of a Certified Public Accountant or Certified Government Financial Manager certificate.
OR
Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university.
OR
32 quarter (21 semester) credit hours in Accounting from an accredited institution AND two (2) years of technical, para- professional accounting experience to include: a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts and account relationships resulting in accounting entries.

  • Knowledgeable in internal control structures and procedures to ensure accuracy and compliance in accounting transactions.
  • Ability to recommend and implement changes to eliminate future reconciliation issues related to systems, processes, policies, or procedures.
  • Familiarity with managing invoicing related to performance agreements or service contracts, including lodging, meals, and administrative fees.
  • Expertise in handling grant-related invoicing, closeout functions, and financial reporting, ensuring compliance with grant requirements.
  • Ability to prepare and analyze financial reports, including monthly reconciliations, expenditure, and revenue reports.
  • Competence in applying accounting theory to generate and review financial statements and reports for accuracy and completeness.
  • Strong interpersonal and communication skills to provide excellent customer service to internal and external stakeholders.
  • Ability to explain accounting procedures and resolve accounting discrepancies effectively through phone, email, or in-person interactions.
  • Highly detail-oriented in reviewing and ensuring the accuracy of all financial data and documentation, including transaction logs, invoices, and reports.
