The Personnel Specialist (PS) ensures our workforce is paid timely by documenting, reviewing, and completing payroll, personnel, benefit, and leave transactions while applying related laws, rules, and policies, and meeting deadlines.
Under the general direction of the Staff Services Manager (SSM) I, the Personnel Specialist is responsible for the personnel and payroll transactions, benefits, and leave accounting of an assigned roster of approximately 280 employees. The employees on the roster are in a variety of bargaining units, as well as excluded employees. The Personnel Specialist will be responsible for interpreting and applying personnel-related laws, rules, regulations, policies, and Memorandum of Understanding and performing salary determinations. The incumbent is expected to become increasingly independent consistent with training and on-the-job experience.

CalRecycle has adopted telework for employees who can effectively perform their essential work functions remotely. After an initial in-office training period, this position may allow for some telework opportunities under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense.

Per CalHR, the Personnel Specialist position is eligible for an annual recruitment and retention bonus, payable upon meeting the designated criteria as stated in Pay Differential 240.
