The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments’ financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state and federal entities.
The Budget Director position provides financial management services including expenditure forecasting, budget development, budget execution, Local Department of Social Services (LDSS) reimbursement policy, statistical sampling for cost allocation, and training among others to VDSS’s internal and external customers. Support and information provided are integral to top management decision-making. Seeks to ensure that the department’s budgetary resources are sufficient to fund expenditure plans. Assists senior management to manage agency financial resources by providing reports and technical consultation as needed. Provides input to senior management regarding strategic budget/financial issues. Organizes and supervises staff supporting the various budgetary, finance training, and local reimbursement functions and will provide direct support to the Division of Finance senior management and staff, agency executive leadership, division directors, and program managers, LDSS, Secretary of Health and Human Services (SHHR), General Assembly Money Committee staff, Department of Planning and Budget (DPB) and other external partners and stakeholders.
Minimum Qualifications
- Considerable demonstrated knowledge and experience with complex budgeting processes, cost accounting principles, and federal funding regulations.
- Demonstrated skills managing/directing a financial/budget operation on a statewide multi-jurisdictional, or comparable level of complexity.
- Demonstrated ability to interpret, apply and analyze federal and state regulations, state code, legislation, and audit guidelines.
- Demonstrated ability to manage a diverse staff of financial professionals.
- Skilled in the use of PCs and word processing and spreadsheet software.
- Demonstrated ability to communicate effectively, both orally and in writing, with colleagues, decision-makers, and stakeholders.
- Experience in preparing and presenting comprehensive reports, findings, and recommendations to senior leadership, policymakers, and other relevant stakeholders.
- Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders, state, federal, and local agencies, public officials/legislators, community groups, directors, employees, and the public.
- Demonstrated skill leading people toward meeting an organization’s vision, mission, and goals, to include providing an inclusive workplace that fosters staff development, teamwork, and constructive resolution of conflicts.
- Demonstrated ability to meet critical deadlines
- Demonstrated ability to work with considerable independence.
Additional Considerations
- Professional managerial experience in a large fiscally complex environment.
- Experience working with automated financial systems such as Cardinal, Oracle Financials, and Performance Budgeting System (PBS).
- A combination of training and coursework in accounting, economics, business/public administration or related field.
