The Personnel Bureau within the Human Resource Services Branch is seeking applicants with experience in human resources who demonstrate strong leadership, analytical, organizational, and detail-oriented skills. Under the general direction of the Personnel Officer, the Section Chief is responsible for planning, organizing, and directing the functions of Recruitment & Outreach, Examinations and ECOS support, as well as managing the Merit System Services (MSS) contract between counties and CalHR. The Section Chief serves as a strategic advisor, collaborating with department managers, supervisors, and executive leadership on complex personnel matters in alignment with applicable laws, rules, regulations, and policies. Key responsibilities include establishing strategic objectives and project plans, providing stakeholder training, ensuring examination controls meet quality assurance standards, making accurate and timely minimum qualification determinations, ensuring compliance with all laws and rules for delegated examination services, offering proactive consultation, and streamlining ECOS processes and procedures to enhance operational efficiency and effectiveness.
