Under administrative direction of the Information Technology Manager II (IT Mgr II), Office of Broadband, Middle-Mile Broadband Initiative (MMBI), the Information Technology Specialist III (IT Spec III) acts as the Data Architect for the MMBI.
The MMBI is a high-profile initiative of the Governor and the California Department of Technology (CDT) which involves very large expenditures and is critical to accomplishing State goals of connecting communities of California to high-speed internet (HSI).
The Data Architect serves as the most senior data analytics professional and performs a wide array of functions as part of establishing and maintaining a data management framework. This framework should include but is not limited to implementing data exchanges, building operational dashboards, and supporting the creation of business intelligence tools for real-time analytics. The incumbent functions as a lead and/or works independently as a mastery-level technical specialist.

Working Conditions
- May be required to carry a cell phone or other mobile communication device.
- Ability to regularly bend and stoop to retrieve files and perform occasional lightlifting (up to 20 pounds).
- Willingness to travel to multiple locations in the Sacramento area,as well as work evenings and weekends on an as needed basis.

Desirable Qualifications
- Bachelor’s degree or higher in Computer Science, Information Technology, or a closely related field is desired.
- Expert level knowledge/experience with data engineering principles and business intelligence (BI) software such as Power BI and Snowflake.
- Expert level knowledge and experience with data warehousing concepts and architectures.
- Expert level experience building end-to-end data solutions using data models and data pipelines.
- Expert level experience producing requirements documents, systems architecture and interfaces, data model diagrams, and configuration management documents.
- Expert level knowledge of statistical analysis techniques and data modeling concepts.
- Knowledge of principles in public administration and organization; analytical techniques and technical report writing, and methods to conduct research, analyze and evaluate information to develop studies and prepare reports.
- Experience as a data visualization analyst, business intelligence analyst or advanced report writer.
- Ability to apply creative thinking in the design and development of methods of processing information with IT systems.
- Ability to analyze information, situations, data and complex business systems to identify problems, draw valid conclusions, and develop effective solutions.
- Ability to write requirements for testing, project management plans, and policy and procedure documents, and identify the appropriate documentation option for each project type.
- Ability to work collaboratively in cross-functional teams, manage multiple priorities, and navigate complex stakeholder requests.
- Ability to consistently exercise a high degree of initiative, independence, and originality.
- Familiar with one or more of the following technical competencies: statistics programming, IT policy writing, research methods documentation, or IT project management.
- Knowledge and experience with fiber and broadband service development.
- Familiarity with California’s Broadband for All initiative.
- Excellent communication and presentation skills, with the ability to convey complex information to non-technical stakeholders in text and illustrations.
- Creativity, teamwork, and time management skills.
- Self-starter who can exercise initiative and think creatively to communicate information.
- Good organizational skills and strong attention to detail.
- Knowledge of Microsoft Office suite and other computer programs.
- Experience with applicable business intelligence tools.
- Working knowledge of the California legislature and Executive Branch.
