DutiesProvides general and specific resource management oversight of all AIT foreign military sales (FMS) / security cooperation (SC) / security Assistance (SA) cases to ensure effective program implementation and consistency with existing policies.Assesses resource requirements for individual cases and coordinates with organizations to maintain consistent, accurate financial data to ensure all cases are funded appropriately per their letters of offer and acceptance or other documentation.Establishes program financial goals and objectives, develops resource estimates, and monitors resource allocations for the organization from DASA and FMS / SC / SA cases.Ensures program objectives, planning, and execution include consideration and coordination with all stakeholders as appropriate.Plans and develops AIT financial management information systems, tools, and reports to provide transparency and access to all AIT financial data by PL AIT and all AIT staff as appropriate.Conducts financial analysis, forecasting, and modeling to interpret and present AIT financial data clearly to support program management.Briefs AIT status of funds to PL AIT and staff on a regular basis.Develops and presents convincing oral presentations to all levels of government and Partner Nation officials as appropriate.Analyzes, coordinates, and recommends proposals and revisions to PL AIT and all staff as well as PEO C3T, DASA and other senior stakeholders.Requirements Conditions of EmploymentAppointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.One year trial / probationary period may be required.You will be required to provide proof of U.S. Citizenship.This is an Army Acquisition, Logistics and Technology Workforce position.Selectees must meet position requirements for certification at the Advanced level in the Acquisition Career Field Business - Financial Management (BUS-FM) within 48 months of entrance on duty.The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.Business travel required up to 10% of the time.This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.THIS IS A FINANCIAL MANAGEMENT Level III Certified position and incumbent must be able to obtain certification within 24 months of appointment. QualificationsThis position is subject to a salary control point established in the PEO C3N Acquisition Demo Business Rules. Additional information about transcripts is in this document.Specialized Experience : One year of specialized experience is defined as : 1) Manage Foreign Military Sales (FMS) budgetary process; 2) Assist product manager with estimating FMS cases and appropriated funding; 3) Manage execution of different programs such as Foreign Military Sales (FMS), building partner capacity (BPC), and FMS-Admin funds in GFEBS; and 4) Brief Program Office leadership on all status update to include funds execution, FMS case and appropriated funding, cost estimates, case funding planning and overall funds status. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (NH-03) / GS-13.
