This position is located in the Department of Youth Rehabilitation Services (DYRS). DYRS’ mission is to improve public safety and provide court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most home-like environment consistent with public safety. Emphasis will be placed on best practices for interacting with youth, via short-term basic programming for youth in temporary short-term detention; or a treatment-oriented milieu for youth in longer-term custody depending on the legal status of the youth and based on the principles of Positive Youth Development. This position will be responsible for leading programs in a 24-7 secured facility and work closely with the community.

Duties and Responsibilities

The Correctional Institutional Administrator is responsible for planning, implementing, integrating and coordinating activities that build upon the strengths of youth committed to DYRS’ care and developing rehabilitative programming for those youth, including secure care and a continuum of community-based care. The incumbent assures that youth are confined in the least restrictive form of custody consistent with public safety. The incumbent is responsible for creating uniform policies and procedures, systems for records management, clearly defined areas of responsibility for planning, coordination, and supervision of care and services and, establishment of systems for monitoring, assessing and evaluating levels of service utilization and for tracking client status and progress. The incumbent will develop and implement the program’s strategic plan including statements of philosophy, goals, objectives, definitions of standards of care and performance measures.

The Correctional Institutional Administrator will supervise Superintendents overseeing the secured facilities; maintain strong relationships with community members, non-profit organizations, religious leaders, civil rights groups, families and youth to ensure continuum of care and services. The incumbent will administer rehabilitative programs in direct care, committed facilities and provide specialized services and treatment appropriate to the needs of clients such as vocational training and education, social services and counseling and specialized professional diagnostic and treatment services while involving youth and their families as much as possible in developing appropriate treatment plans. The incumbent will develop and implement new and improved policies and procedures for compliance with applicable Federal and District laws and best practices for secure care detention facilities.

Qualifications and Education

Undergraduate and Graduate Education: Major study - correctional administration, criminology, psychology, social work, sociology, or other fields related to the position.

OR

Experience must also have demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of an entire correctional program or a major phase of such a program.

Specialized Experience experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Applicants must be physically and mentally able to perform efficiently the essential functions of the position without hazard to themselves or others.

Tour of Duty: This is a 24/7 secured detention facility. Work hours may vary.

Pay Plan, Series and Grade: MS-0006-15

Promotion Potential: No Known Promotion Potential

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not a part of a Collective Bargaining Unit.

Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a protection-sensitive position.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
