Job Duties
The Virginia Department of Emergency Management is currently seeking qualified candidates for the position of Buyer Specialist within our Finance Division.
The Buyer Specialist will perform agency-wide procurement duties in accordance with Surplus Property Manual guidelines, state laws and agency policies and procedures. The Buyer Specialist will be responsible for procuring a variety of goods and services on behalf of the agency; assisting with researching, writing, reviewing, and negotiating Vendor Contracts, Request for Proposals (RFP), and Invitations for Bid (IFB); Ensure compliance to SWAM procurement guidelines in requesting quotes and bids; Define requirements and proposal evaluation criteria for highly complex or costly goods and services; Assist agency staff on contracted purchasing guidelines and procedures in compliance with applicable laws and regulations and agency best practices, the Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property Manual (APSPM), and the Vendors Manual. This position will also serve as a subject matter expert to assist agency staff in procedure compliance and in the use of the eVA Procurement system and Small Purchase Charge Card.
Minimum Qualifications
- Knowledge of the Virginia Public Procurement Act and Department of General Services policies.
- Working knowledge of procurement policies, procedures and laws.
- Working knowledge of Vendor Contracts, Requests for Proposals (RFP), and Invitations for Bid (IFB).
- Certification as a Virginia Contracting Associate (VCA) is required.
- Skilled in procuring a wide variety of goods and services in accordance with established guidelines.
- Excellent interpersonal, verbal, and written communication skills : with training end users and vendors with the eVA system, responding to inquiries and resolving complaints.
- Considerable skills in the use of computers to include: Microsoft Office, the eVA Procurement system and various other software.
- Ability to maintain a robust filing system and institute record retention.
- Ability to negotiate, establish, and administer contracts, and to develop, apply and interpret procurement policies and procedures.
- Demonstrated excellence in customer service in responding to inquiries and resolving complaints from vendors and agency staff.
- Must be able to multi-task and prioritize in a fast-paced professional environment with demonstrated ability to work independently or within a team setting.
- Must possess a valid driver’s license with satisfactory driving record.
Additional Considerations
- Working knowledge of federal and local procurement procedures.
- Certification as a Virginia Contracting Officer (VCO).

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
