Job Duties
The Department of Environmental Quality, Office of Financial Managment is seeking a Financial Analyst for the Clean Water Financing and Assistance Program (CWFAP) to protect and enhance water quality by providing flexible funding solutions and assistance to localities, organizations and citizens of the Commonwealth. This position will be the Principal Central Office contact for coordinating with the Office of Financial Managment to track and report on all funding programs within the CWFAP. Including the Virginia Clean Water Revolving Loan Fund (VCWRLF), Stormwater Local Assistance Fund (SLAF), Water Quality Improvement Fund (WQIF), Combined Sewer Overflow (CSO) grants, Overflow and Stormwater Grant (OSG) Program, and American Rescue Plan Act (ARPA) funds to ensure compliance with all federal and state program requirements and to ensure that funds are accountable. This position also assists the Program Team Lead and Program Manager with evaluating grant requests, developing the quarterly and annual report, providing financial and program tracking, preparing and monitoring the program budget, and grant and contract administration.
Minimum Qualifications
- Knowledge and experience in effectively analyzing, summarizing & communicating complex and detailed financial information.
- Demonstrated financial and management reporting skills and experience.
- Budget development, budget execution and budget management knowledge and experience.
- Demonstrated ability to analyze large amounts of data and derive accurate conclusions, devise solutions, and make recommendations.
- Demonstrated ability to effectively manage multiple projects concurrently and complete them on time and accurately.
- Knowledge of principles, practices and systems of accounting and budgeting.
- Verbal, written and interpersonal communication ability with all levels of employees.
- Demonstrated knowledge and ability in improving financial processes.
