Duties
- Serves as Deputy to the DAI Portfolio Manager and as the first level supervisor for the PMO's functional leads and analysts.
- Manages all managerial aspects of the portfolio including budget, financial management, cost estimating, personnel management and acquisitions management across all systems life cycle phases.
- Performs all phases of planning, analysis, formulation, justification, presentation, execution, and review of the multiyear budget and program for the development, procurement, and modification of DAI Program Management Office (PMO).
- Provides IT related leadership and oversight on requests for capabilities from both internal and external entities.
- Provides presentations and briefs to Senior Leaders within DLA, within the Department of Defense, Whole of Government, and foreign stakeholders.
- Balance and negotiate competing interests between high level internal and external stakeholders
- Reviews, analyzes, and interprets legislation appropriation language, and Office of Management and Budget (OMB)/Office of the Secretary of Defense (OSD) directives pertaining to assigned appropriations.
- Manages budget preparation and submission, Program Objectives Memorandum preparation and submission, long range PMO materiel requirement planning, and status of funds preparation and submission.

To qualify for a Supervisory Program Analyst your resume and supporting documentation must support:
- Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Plans, directs, controls, and ensures the integration of the activities of highly skilled, professional and technical personnel engaged in project control (e.g., cost, acquisition support, etc).
- Devises methodologies, techniques, and synchronized approaches to identify and propose solutions to unprecedented, difficult management or programmatic problems.
- Directs financial management, cost estimating, acquisition support aspects of the assigned project to facilitate the effective, efficient, and most productive utilization of resources and successful accomplishment of the program's mission.
- Responsible for ensuring the management of cost, schedule, and performance, ensuring risks are managed and mitigated, for all applications assigned to the Portfolio.
- Provide Senior Leadership briefs to stakeholders internal and external to an agency, such as OSD, other Military Services/4th Estate, other Federal Agencies, etc.
- Manages through subordinate supervisors, Program Managers, team leads and employees and ensures the cost, schedule, and performance of the program are met for the design, build, test, and sustainment the assigned programs.
