Job Overview:
We are seeking an experienced Proposal Manager to coordinate, manage, and lead the proposal process for State Government opportunities. This role involves working collaboratively with various teams within Optum, such as sales, capture, solutions, legal, and pricing, to deliver a winning proposal package.
- Coordinate and lead the entire proposal process for State Government opportunities, ensuring integration and alignment of all involved parties.
- Own the proposal process, collaborating closely with Capture Managers, Sales Leaders, Product Subject Matter Experts, and Writers.
- Ensure that RFP responses are timely, strategic, high-quality, and meet the needs of current and future customers.
- Manage all aspects of the proposal process including scheduling, outsourcing, meetings, draft reviews, quality assurance, graphics, and production.
- Develop, organize, and manage the proposal management process using MS Excel.
- Collaborate with internal organizations to develop proposal content.
- Ensure proposal compliance with RFP requirements.
- Conduct comprehensive reviews of the proposal, provide feedback, and guide team members for necessary changes.
Ideal Background:
- Extensive proposal management experience, particularly within State or Federal agency contexts.
- Experience supporting RFPs in health care technology.
Required:
- 5 years of experience in proposal management for State or Federal agencies.
- Ability to manage and communicate effectively at all levels, meet tight deadlines, and maintain a commitment to teamwork.
- Detailed follow-through and a positive demeanor.
