The purpose of the class is to assist County Administration in planning and coordinating daily County operations and special projects; to develop and implement grant funding programs to support the short-range and long-range plans of the County; to supervise the County’s facilities maintenance and grounds programs; to conduct research and prepare related reports; and to perform related duties as assigned. This class works within broad policy and organizational guidelines, conducts independent planning and implementation and reports progress of major activities through periodic conferences and meetings.
 
The tasks listed below are those that represent the majority of the time spent working in this class.  Management may assign additional tasks related to the type of work of the class as necessary.
 
•    Plans, organizes and directs all programs and operations of the Facilities Maintenance Department including establishing and maintaining preventative maintenance practices on building systems; minimizing building interruptions due to facility failures; and implementing predictive maintenance techniques to minimize operational failures.
•    Works with department heads and personnel to identify operational and programming problems, as well as improvement opportunities. Addresses grounds maintenance issues, building maintenance issues and work order prioritization.
•    Supervises assigned staff.  Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline; and recommending discharge as appropriate.
•    Ensures the general upkeep of all County buildings by making sure custodians and/or maintenance staff perform the following job duties: vacuuming, dusting, mopping and waxing floors, cleaning bathrooms and completing small repair work. Schedules work so that custodians frequently work after a building has closed for the day to ensure that rooms, offices and other work or related facility public areas are clean and ready for the next day.
•    Plans and develops department's policies and procedures; provides leadership, direction and guidance to the department managers and staff through appropriate delegation and work supervision; and meets regularly with them to discuss work performance, technical issues, strategies and procedures.
•    Monitors and assesses operating results; recommends any necessary and prudent modifications; and facilitates process improvements that result in the elimination of duplicate resources.
•    Develops recommendations for new programs, policy modifications and operational changes for presentation to County Administration.
•    Plans, implements and supervises special projects and programs.
•    Conducts research studies to determine program/project feasibility; prepares related analyses and reports.
•    Prepares and manages assigned budgets; identifies facility expenses; and determines which expenses are maintenance, operations or capital costs.
•    Researches, develops, prepares and administers grants for program/project funding.
•    Receives and responds to public inquiries, requests for assistance, concerns and complaints in areas of responsibility.
•    Meets regularly with County leaders to offer support and guidance on services provided/requested; analyzes and evaluates issues and proposals; recommends and implements solutions; and submits recommendations for improving the organization’s functions and processes.
•    Attends staff, committee and County meetings as required.
•    Attends training, meetings, seminars and/or workshops to enhance job knowledge and skills.
•    Performs other related job duties as assigned.

 EDUCATION REQUIREMENTS:
A bachelor's degree or education and training equivalent to four years of college education in facilities management, public administration, business management, liberal arts or closely related field.  


 EXPERIENCE REQUIREMENTS:
Requires at least six (6) years of related work experience which includes management experience.
