What are the responsibilities and job description for the Work Release Administrator position at Douglas County?
- The Position
Incumbent works under the direction of the Director of Corrections or designee, overseeing the Work Release program, operating within established program guidelines and in accordance with District or County Court directions.
- Essential Functions
- Supervise assigned staff (e.g. training, orienting, scheduling, coaching, monitoring, evaluating, recommending personnel actions).
- Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
- Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
- Review incident reports, ensuring appropriate action and resolution.
- Evaluate Work Release inmates (e.g. reviewing data and recommending approval or rejection, submitting approved placements, completing required administrative and legal documentation), incorporating restrictions or conditions.
- Review and monitor the criteria for living areas, community service assignments, and work details.
- Review and monitor the plan and execution of job checks for Work Release inmates away from the facility (e.g. employment, school, community service, work detail, home furloughs), documenting attempts to verify inmate locations.
- Assist inmates in obtaining acceptable employment (e.g. coordinating with the Reentry Assistance Program, facilitating Job Readiness Training).
- Serve on the inmate disciplinary committee.
- Oversee security and sanitation operations.
- Confer with staff resolving procedural questions and interpreting policies and procedures.
- Advise Rehabilitative Services Administrator of violations of operating policies and procedures.
- Recommend additions or changes (e.g. additions, deletions) operating policy and procedures.
- Oversee the Work Release program and coordinate with Pretrial Release, House Arrest, and Reentry Assistance Program operations.
- Maintain ongoing needs assessments for the placement of volunteers, interns, and service learning opportunities, reporting findings to the Rehabilitative Services Administrator.
- Monitor work activities ensuring contraband control and search procedures adherence.
- Ensure compliance with Nebraska Jail Standards Board and the American Correctional Association Adult Community Residential Standards.
- Review and revise documented policies and procedures (e.g. prepare and recommend improvements), ensuring proposed changes/revisions receive review.
- Research changes in state statutes, judicial decisions, federal law, and County Board resolutions, recommend corresponding changes.
- Assist with developing, writing, and coordinating training of new and revised policies, procedures and post orders, implementing changes.
- Develop, revise and maintain forms for Work Release operations.
- Ensure inmate constitutional rights.
- Prepare and submit Work Release budget, monitoring expenditures ensuring budget adherence.
- Review staffing patterns, taking action to minimize overtime, and operating within budget.
- Provide grant administration and oversight.
- Administer the distribution of inmate wages ensuring room and board payment, and account processing.
- Monitor and ensure compliance with inter-local agreements, memorandums of understanding, or statements of work established for the purpose of housing inmates from other jurisdictions.
- Maintain inmate custody, security, and discipline, consulting with the Rehabilitative Services Administrator regarding removal of inmates from Work Release.
- Read and distribute unusual activity reports to proper authority.
- Ensure staff awareness of problems and changes (e.g. job assignments, inmate problems, other pertinent information).
- Support safety-training program (e.g., documenting accidents, correcting suspected safety hazards) achieving a safe work environment.
- Manage inmate grievances or complaints (e.g. reviewing, investigating, responding).
- Monitor staff uniform compliance and equipment availability.
- Ensure facility and vehicle cleanliness and condition, completing inspections.
- Prepare and maintain various correspondence, reports, summaries, and other department documents.
- Maintain job knowledge and skills (e.g. research, webinars, seminars, conferences, continuing education).
- Safely operate a motor vehicle when required to travel on County business.
- Report to work with regular, consistent attendance.
- Perform other duties as assigned and directed.
- Education and Work Experience and Other Requirements
- Bachelor's degree from an accredited university or college in Criminal Justice, Corrections, Behavioral Science, Public Administration, Business Administration, or directly related field required.*
- Five (5) years of supervisory experience in a correctional or law enforcement setting required.*
- Two (2) years of MSOffice experience required.
- Satisfactory completion of all requirements established by the Nebraska Jail Standard Board.
- Valid driver's license and own transportation upon hire and maintained throughout employment required.
- Completion of a pre-employment criminal record check and conditional offer drug screen required.
- *Equivalent combination of education and work experience may be substituted for requirements on a year-for-year basis.

- Work is generally performed in an office and correctional setting. Noise level is usually moderate. Work hours are typically standard day-shift hours; however, schedule may vary (e.g. days, shifts, weekends, holidays, extra hours, emergency call-in). Work involves potential exposure to biohazards. Work may be stressful when dealing with time constraints, multiple/changing priorities, limited resources, and uncooperative individuals.
- Work requires some physical activity, including extended periods of sitting, standing, walking, frequent climbing, reaching, and occasional carrying, balancing, kneeling, bending. Work also requires the ability to frequently lift and/or carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
- Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance, color and peripheral vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
