Jobs are located in various parts of Maryland, such as Columbia, Laurel, Linthicum, Annapolis Junctions, etc.
Provide acquisition support on functions of program management. Assist program managers in developing program documentation, creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated product teams. Provide expertise on the myriad of factors that influence cost, schedule, performance, and risk. Advise in the interpretation and tailoring of DoD acquisition regulations/memorandums, and ensure affordable, supportable and effective systems are delivered to the customer. Provides assistance in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management programs.

What You Will Get to Do:
In addition to general acquisition professional skills required, candidate must have the following:
- This position will need to have a seasoned understanding with demonstrated experience of the procurement process for hardware/software/labor.
- Specifically with the procurement of hardware and software, must know the Procurement Authorization Request (PAR), Acquisition Security Form (ASF), Software Procurement Authorization Tracking (SPAT), NES/BER, Power Space Cooling, Lowest Replaceable Unit (LRU), obtaining quotes from vendors, and working with end-users to validate requirements.
- In addition relating to hardware/software/labor procurements, the individual must have direct and demonstrated experience with the following; market research, sole source justification documentation, DD254s, Spendplans, requisitions, working with the BFM to request requisitions, following up with BFM on requisitions, ensuring requisition requests are submitted in time to avoid any and all breaks in service, follow through with Contract Manager on awards and obtaining labor estimates for follow-on fiscal years to help facilitate the request of a requisition, small business/small business set-aside requirements for procurements, CICA statements, creation and modification of Technical Task Orders (TTO), Statements of Work (SOW), Memorandum of Understanding (MOU), Rough Order of Magnitude (ROM), and knowledge of LCATs.
- This position must demonstrate a high level of experience with the procurement process cradle to grave.
Qualifications You Will Bring:
- Twelve (12) years of demonstrated combined experience in DoD acquisition management, DoD contracting, or DoD contract management is required.
- A Bachelors Degree with a business or technical focus is required. In lieu of a degree, DAWIA Level II in any focus area and an additional three (3) years of directly related experience for a total of fifteen (15) years may be substituted. In lieu of certification, an additional three (3) years of directly related experience for a total of eighteen (18) years may be substituted.
- Minimum of three years experience writing pre-solicitation documents in compliance with DoD/CSS Policy 8-2, including annexes, or another DoD Agencys similarly guiding acquisition policy.
- Experience in DoD source selection desired.
OR
- Fifteen (15) years of demonstrated combined experience in DoD acquisition management, DoD contracting, or DoD contract management is required. A Bachelors Degree with a business or technical focus is required.
- In lieu of a degree, DAWIA Level II in any focus area and an additional three (3) years of directly related experience for a total of eighteen (18) years may be substituted. In lieu of certification, an additional three (3) years of directly related experience for a total of twenty-one (21) years may be substituted.
- Minimum of five years experience writing pre-solicitation documents in compliance with DoD/CSS Policy 8-2, including annexes, or another DoD Agencys similarly guiding acquisition policy.
- Experience in DoD source selection desired. Minimum of three years experience guiding Major System Acquisition programs through the acquisition life cycle including preparation for multiple
Milestone Decisions (Milestone Decisions A, B, IOC and/or FOC).
