East Bay Municipal Utility District (EBMUD) invites qualified employees to apply for this Temporary Construction (TC) (up to four years) position in the Human Resources Department (HRD). EBMUD has started work on the Retirement Systems Replacement Project and will soon begin its Human Resource Information System (HRIS) Replacement Project. This TC position will provide HRIS Analyst II work on both projects. Under direction, the HRIS Analyst II performs the full range of HRIS systems analysis, requires elicitation from various stakeholder groups, functional and technical design, database design, and administration work from the routine to the most complex systems and projects; leads, oversees, coordinates, reviews, directs, and evaluates the work of staff as assigned; provides consultation to internal and external user groups and develops recommendations on modifications to business practices and HRIS applications designed to maximize effective usage of available computer technology and systems; and performs related work as required. The HRIS Analyst II maintains systems configurations, ensures data quality, oversees and validates system enhancements and administration of the Retirement and HRIS systems. Typical responsibilities include: • Building and executing test scripts. Act as test lead, assigning tasks and monitoring progress of the testing team. Track testing results and communicate to interested parties. • Reviewing and understanding work group business processes based on Business Process Review documentation. • Auditing and reviewing data as necessary at data conversion. • Identifying data or process errors and communicating the issue to functional Subject Matter Experts (SMEs) for evaluation and correction. Monitoring the SME’s progress in implementing any correction. • Providing orientation and technical training to primary and secondary HRIS users in system capabilities and usage. • Testing and reporting the results of transaction testing to implementation staff during system implementation; evaluating the impacts and results of modifying applications and installing system upgrades on established reports, user-interfaces, and other integrated applications; proposing mitigations and customizations to other team members and department users to ensure continued system effectiveness and responsiveness. • Building, consolidating, reviewing, and preparing EBMUD HR data for upload or interface to new systems. • Writing SQR's:
    o to review and analyze data o to produce or modify regularly scheduled reports o to produce ad-hoc queries and one-time reports as assigned o to support other testing and analysis needs
• Providing consultation to departmental representatives on various technical and functional solutions to address user needs; assisting in developing specifications for new or modified features considering data and workflows, logical processes, and reporting requirements. • Other business systems analysis work as assigned. Must possess physical characteristics to perform the critical and important duties of the job. Must be willing to work overtime as needed. The most competitive candidates will have: • Experience with HCM/HRIS systems and/or retirement/pension systems. • Experience with cloud-based enterprise systems (HR, Pension, Finance).
