The Town of East Hampton-Chief Building Inspector. The annual salary is $125,000 for a 40-hour workweek.
The Building Department operates within the Town’s Public Safety Division and is responsible for the enforcement of the New York State Uniform Fire Prevention and Building Code, as well as all applicable codes adopted by the Town. Core functions of the department include the inspection of construction activities, issuance of permits, coordination and dissemination of information among relevant Town departments, and public communication regarding code requirements and their implementation.
The Chief Building Inspector serves as the administrative head of the department, overseeing both building inspectors and administrative personnel. The individual in this role is also tasked with making determinations on departmental legal matters and working in consultation with the Town Attorney to draft, revise, and implement provisions of the Town Code as needed.
A thorough understanding of the Town’s zoning and building regulations, coupled with the ability to enforce such regulations impartially and with sound judgment, is essential. The position requires demonstrated leadership, meticulous attention to detail, and the capacity to engage effectively with all levels of Town government, the general public, contractors, and external agencies.
Responsibilities include:
- Ensures all East Hampton Town Zoning and NYS Building Codes are followed during inspections
- Reviews building plans to ensure they meet the Town Code Specifications; may delegate this task to subordinate personnel as necessary
- Updates procedures for accepting, reviewing, and processing all applications for Building Permits and Plans, Certificates of Occupancy and Compliance, Accessory Apartments, Rental Registry, Solar Permits and Septic Registry, as necessary
- Interprets the East Hampton Town zoning and building codes, and ordinances (related to building, plumbing and zoning) and assists Building Department employees in the understanding and application of these codes and ordinances; follows up with employees to ensure they are performing their duties in compliance with these codes and ordinances
- Advises applicants, architects, engineers, building contractors of the East Hampton Town zoning and building codes and ordinances (related to building, plumbing and zoning) and of any ongoing issues
- Reviews and, if needed, updates processes for accepting, reviewing, and processing all applications for building permits, plans, Certification of Occupancy and Compliance, accessory apartments, rental registry, solar permits and septic registry
- Researches updates in construction methods, materials and safety issues, and will recommend to the Town Board changes and/or additions to the Town Code and Ordinances as related to this research
- Maintains and reviews comprehensive lists of upcoming inspections, completed inspections and their results, applications, permit issuance and violations that must be addressed
- Reviews and monitors the record keeping, receipts and deposits of payments from building permits and renewals; understands and is updated on the reconciliation of these funds on a weekly basis
- Supervises and reviews performance of departmental employees and will issue counseling memos and follow up with performance issues as needed
- Reviews issuance of “Stop Work Orders and Notices of Violations” for property violations
- May schedule inspections and/or reviews schedule of inspections
- Prepares annual departmental budget and submits this to the Town Budget Officer for review
- Works with the Ordinance, Fire Marshall, and Planning Department and the East Hampton Town Police Department in the review, update, and enforcement of Town Codes
- Schedules staff for training in Minimum Standards for Code Enforcement Personnel for NYS certification
- Attends night meetings as required
- Authorizes all departmental purchases
- Follows and enforces all safety rules and procedures
- Does related work as well
This is a full-time position, 40 hours per week, and the annual salary is $125,000. Benefits include paid vacation and sick time, enrollment in the New York State and Local Retirement system, and health care and dental and vision coverage.
The minimum qualifications for this position are:
- graduation from a college with federally authorized accreditation or registration by NY State with a bachelor’s degree in Architecture, Civil Engineering, Construction Technology, or a related field and four (4) years of supervisory experience in building construction, or inspectional or investigative work enforcing codes and ordinances relating to the safety of building structures and occupancy, three (3) years of which must have been in a supervisory capacity
- or, graduation from a standard senior high school, vocational school or possession of a high school equivalency diploma and eight (8) years of experience as described in (a) above, three (3) years of which must have been in a supervisory capacity.
Note: Experience will be substituted for education on a year-for-year basis
The Chief Building Inspector must successfully complete the required basic training program entitled Minimum Standards for Code Enforcement Personnel within the appropriate time period as specified in the regulations. Candidates must possess a valid New York State driver's license at the time of appointment and throughout the period of employment.
