POSITION MANAGEMENT GUIDE TITLE: Director of Human Resources

LOCATION: District Office RANGE: REPORTS TO: Chief of Finance & Operations
SUMMARY OF PURPOSE This position is responsible for the administration of the district’s human resources and employee services programs. The position is responsible for the design, development, and evaluation of the district’s human resources function to include the maintenance of the employee database and proper maintenance of professional certificates. The position is also responsible for development of the administrative procedures for hiring, the coordination of the employee benefits programs, and the district’s compliance with state and federal regulations and legislation. Responsibilities include providing employee data and supervision of payroll, and communication of human resource policies and procedures to administrative and other staff members, and development of department goals in accordance with the district’s mission and strategic goals. This position is accountable for coordinating the employee orientation and communication of employee benefits. Critical areas include … employee relations and counseling, compensation, employee manual and procedures, employee benefits, and various human resources databases, status report, surveys, and benefit records. Responsible for compliancy regulations for all areas related to human resources. · Supervising the general human resource processes, human resource generalists, payroll generalist, receptionist, and other responsibilities as assigned; Directing ongoing development and improvement in the payroll department and human resources; Assisting the Chief of Finance & Operations in appraising human resource and payroll policies for standard operating procedures, trends, and opportunities; and providing training, growth, and opportunity for all Human Resource employees through the effective review and performance evaluation process, supervisory responsibility is involved in this position.
MINIMUM REQUIREMENTS This position requires a thorough understanding of the policies and procedures of human resources, benefits, and accounting functions. A bachelor’s degree with human resource certification (perferred) as well as five years of supervision of human resources and five years (public education experience a plus) accounting experience and administrative functions. Strong technology skills are required as well as strong interpersonal, decision-making, and leadership skills.
