POSITION SUMMARY
The Purchasing Assistant manages and oversees the purchasing responsibilities and daily operations for Eastern New Mexico University - Roswell. The Purchasing Assistant is responsible for performing a range of purchasing and operational support activities for the campus department (s) and serve as liaison on basic administrative, purchasing, and operational matters with Portales. Employee may be required to travel to attend state or national advising conferences, professional development training seminars, intercampus meetings, and recruiting events. This position reports to the Purchasing Agent.
DUTIES and RESPONSIBILITIES:
- Review and log all requisitions for completeness and accuracy.
- Enter requisition information accurately into the Banner system.
- Ensure line items, vendor data and accounting information match the requisition or make corrections promptly.
- Greet and direct visitors to the purchasing office and, when appropriate, resolve routine problems and answer inquiries concerning procurement.
- Perform routine duties such as data entry, reports, and word processing/typing, scanning, filing, verifying information, and coordinating flow of documents.
- Assist other areas within Purchasing as needed.
- Review and resolve outstanding purchase orders every month.
- Work with the Purchasing Agent and Business Office to prepare for the yearly audit.
- Ensure compliance with State Purchasing Act, System Policy, Federal Grants, University Policies and acceptable trade practices in all transactions.
- Ensure the continued operations of the Purchasing Office in the absence of the Purchasing Agent.
- Perform other duties as assigned.
KNOWLEDGE, SKILLS and ABILITIES:
- Knowledge of university, state, and federal purchasing policies and procedures.
Requirements
MINIMUM REQUIREMENTS:
- Associate's Degree from an accredited college or university, or one year of experience directly related to this position or an equivalent combination of education and experience.
- Must obtain a Certified Purchasing Officer (CPO) Certification within one year of hire.
- Must have excellent oral, written, and interpersonal skills.
- Associate's Degree from an accredited college or university and two years of experience directly related to this position or an equivalent combination of education and experience.
Working Conditions
The noise level in the work environment is usually moderate.
While performing the duties of this job, the employee is regularly required to sit, use hands to handle or feel, reach with hands and arms, and have the ability to talk and hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to focus.

Retirement
Eastern New Mexico University-Roswell participates with the New Mexico Educational Retirement Board (NMERB), Social Security, and Medicare.
The University also offers supplemental retirement plans. 403b plans are available through TIAA/CREF, AIG VALIC, and MetLife. 475b plans are offered through TIAA/CREF.
Paid Time Off
Leave accrual rates are determined by employee class (At-Will/Professional & Faculty - exempt or Support – non-exempt) and years of employment. See below for specific accruals for each employee class.
As per policies and procedures Adjuncts and Temporary employees are not eligible to accrue leave.
Faculty Paid Time Off
- Medical leave is accrued 48 hours in the Fall and 48 hours in the Spring.
- Personal Leave - Five personal work days each academic year and two work days during the summer. Only regular faculty will be eligible for personal leave. Personal leave will not accumulate from academic year to academic year.
Support Paid Time Off
- During the first year of service, full time non-exempt (hourly) employees accrue 7 hours of annual leave and 7 hours of medical leave per month.
- The second year of service, full time non-exempt employees accrue 10 hours of annual leave and 10 hours of medical leave per month.
- The third and subsequent years of service, full time non-exempt employees accrue 14.66 hours of annual leave and 14 hours of medical leave per month.
- Employees must work for the University for three months before they are eligible to use annual leave.
- Leave accruals will be pro-rated for part time employees.
Professional/ At-will Paid Time Off
- Full time exempt employees accrue 14.66 hours of annual leave and 14 hours of medical leave per month.
- Employees must work for the University for three months before they are eligible to use annual leave.
- Leave accruals will be pro-rated for part time employees.
Employee Educational Assistance Plan
Eastern New Mexico University-Roswell offers a tuition waiver for permanent, full-time and part-time regular employees and retirees. Employees can take up to 9 credit hours on the Roswell campus. Their IRS dependents are not restricted in the number of credit hours they can take. For detailed information reference 40.9 Educational Assistance Program.
For classes offered by ENMU in Portales, the Portales campus will waive some tuition for either the employee or spouse, dependents, as defined by the I.R.S., are not eligible for tuition waivers for classes taken through the Portales campus.
Additional course fees will still need to be paid by the employee.
