Ellington Solutions is seeking out qualified candidates that will:
- Collaborate with various business units to conduct both business and in-depth systems analysis activities and tasks.
- Oversee the activities of the development team.
- Engage directly with subject matter experts (SMEs) and other stakeholders to guarantee that all requirements are accurately documented, tested, and fulfilled. This role involves working closely with team members to analyze, design, implement, and test solutions.
- Investigate and comprehend the business processes and interconnections within FDOT.
- Explore and understand the FDOT Materials Acceptance and Certification (MAC) system.
- Organize joint analysis workshops with business units.
- Collect and document both business and technical requirements.
- Lead and coordinate activities within the development team.
- Work with technical and functional teams to draft technical specifications and supportive documents for the Identity Administration and Governance solution.
- Manage the coordination of data migration and development teams.
- Produce comprehensive use cases, business rules, and requirements.
- Create and implement Test Plans and Test Cases.
- Oversee User Acceptance Testing and Regression Testing.
- Monitor bugs and backlog items using Microsoft DevOps.
- Provide daily status updates to the Project Management Team.
- Conduct oversight reviews of deliverables to ensure compliance with departmental standards.
The qualified candidate will have:
- Bachelor’s degree or master’s degree in business administration, Communication, Information Systems, or another related field (Required); Equivalent work experience may substitute for the educational requirement.
- A minimum of 3 to 5 years of solid business/systems analysis experience and software development projects (Required)
- Proficiency in the Microsoft Office Suite, especially in Excel, Word, and PowerPoint (Required)
- Experience with Microsoft DevOps
- Familiarity with Rules 60GG-1 through 60GG-5 of the Florida Administrative Code
- Certification as a Scrum Master (CSM)
- Experience in directing and managing project resources
- Experience in configuring and customizing Commercial Off-The-Shelf (COTS) products
- Experience in data migration processes
- Understanding of change and release management
- Candidates with knowledge of Florida Department of Transportation systems and applications will be given preference.
- Experience with Microsoft Power BI
