Responsible For: Directing quality assurance processes to ensure compliance with licensing, accreditation, local, state and federal requirements and standards and agency policies and procedures in coordination of the agency’s mission.

Minimum Qualifications: Bachelor’s degree and a minimum of 5 years of administrative and professional experience in a related field.

Basic Minimum Qualifications: Must be able to make fair, sound and reasonable decisions. Have excellent verbal and written communication skills. Proficient in word processing, spreadsheets software and database applications.

FUNCTION:
Develops and directs all administrative aspects of the quality assurance program ensuring facility’s compliance with all policies, regulations and accreditation standards, and providing timely and accurate reporting to the Executive Board as well as to regulatory agencies.

RESPONSIBILITIES:
1. Supports the mission and vision of ETE as evidenced by compliance with all organizational policies and procedures and regulatory entities.

2. Supports and facilitates positive interaction with others as evidenced by professional maturity, respect for others, a team-centered approach, maintenance of confidential information, and an appreciation of a multicultural workplace.

3. Exhibits effective communication skills including proper use of agency communication systems.

Job Specific Duties and Responsibilities

1. Ensures continuous organizational compliance with regulatory requirements and accreditation standards.

2. Responsible for coordination, support and evaluation of the continuous quality management process within the operations. Monitors facility’s operations and reviews treatment documentation (i.e., Administrative Duties Officer shift reports, safety plans, individual behavior support plans etc.) to ensure adherence to residents’ rights and overall compliance with regulatory requirements and accreditation standards.

3. Oversees collection and delivery of time-sensitive compliance notifications. Ensures timely review, processing and submission of incident reports.

4. Oversees post-incident debriefing process.

5. Oversees completion of monthly GRID reports and submission of semi-annual facility data to OMHAS.

6. Grievance and service complaint review and investigation. Analysis of trends and systemic issues, delivery of results and recommendations to the leadership team.

7. Ensures consistent collection of statistical information relevant to QA (i.e. grievance and allegation trackers, restraint and AWOL logs, medical events log, etc.). Compiles monthly and quarterly QA reports for the leadership team. Analyzes trends and provides safety and risk management recommendations. Contributes to development of the organization’s semi-annual Performance Improvement Plan.

8. Reviews and assists the Executive Board in improving organizational policies and procedures.

9. Regularly assesses staff training needs based on contractual, licensing and accreditation requirements, updates training curriculum and ensures staff receives appropriate training in accordance with the training calendar.

10. Assists in provision of therapeutic interventions to residents as part of the facility’s Therapeutic Behavioral Services (TBS) and/or Psychosocial Rehabilitation (PSR) services (mentoring, conflict resolution, de-escalation, coping skill development etc.).

11. Facilitates and / or provides support to the Chief Executive Officer during audits, surveys and investigator visits.

12. Oversees timely and accurate completion of facility’s records audits.

13. Conducts internal investigations, prepares and submits investigative reports.

14. Participates in strategic planning.

15. Manage and maintenance Medicaid accounts for accuracy

16. Ensures the protection of children and children’s rights. Completes child abuse referrals as required of all mandated reporters. Documents observed reportable incidents.

17. Responsible for organization’s marketing outreach and activities. Introduces facility’s mission, vision and program principles to decision-makers of potential referring entities.

18. Develops and submits requests for proposal (RFP’s). Negotiates and secures contracts with referring entities. Ensures optimization of per diem rates.

19. Develops and maintains relationships with placement agents from referring entities to secure their continued trust in our program.

20. Screens referrals against the facility’s admission criteria and confers with other members of the treatment teams in making intake decisions.

21. Responsible for hiring and supervising intake specialists/coordinators and administrative assistants. Keeps the CEO/COO informed of staff performance and staffing needs of the intake and case management departments.

22. Performs other duties as assigned.
