Position Description

EnCompass LLC is seeking a Director of Global Safety and Security to lead the organization’s safety and security function and to serve as a strategic partner to EnCompass’ Executive Leadership Team on all matters related to safety and security and the mitigation of vulnerability and risk.

The Director will be responsible for developing and executing a comprehensive strategy for risk mitigation and management and for ensuring the safety and security of EnCompass’ staff, consultants, and physical assets in all locations where EnCompass works. The Director will provide strategic and tactical guidance to staff across the organization, domestically and internationally, and will oversee and manage EnCompass’ safety and security service providers.

As this is a new position, the Director will leverage and scale the existing security protocols to optimize EnCompass’ global security systems and elevate the measures safeguarding the health and safety of EnCompass’ staff and consultants.

EnCompass directors have responsibility at multiple levels – as individual technical contributors on complex work, as leaders of staff teams, and jointly as members of the Senior Management Group (SMG). As a member of the SMG, directors embody and model the EnCompass values, ensure open and inclusive communication, and integrate expertise, knowledge, and support throughout the company.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office.

Candidates residing in the DC metro area will be given first consideration. Remote applicants might be considered, but only if the candidate resides in a state where EnCompass is currently registered.

Essential Functions

Position Duties and Responsibilities

  • Refine and execute a comprehensive, highly tailored corporate safety and security strategy and plan aimed at ensuring the safety and security of the Encompass staff and physical assets, and at mitigating vulnerability and risk at all EnCompass operating locations.
  • Serve as the company’s security and safety expert, overseeing and managing safety, security, and risk management activities at all EnCompass locations.
  • Monitor and provide guidance on current and anticipated security concerns in Encompass’ current and anticipated operating locations.
  • Conduct safety and security risk assessments for home office and in-country operations.
  • Support the design of and regularly reassess and strengthen the safety and security protocols for in-country project offices.
  • Conduct annual project safety and security audits to ensure compliance with established security protocols.
  • Lead the EnCompass’ Crisis Management Team (CMT) and work closely with the VP of Operations in planning and decision making around security management and risk mitigation.
  • Manage and maintain the EnCompass Crisis Management Plan and facilitate regular emergency/crisis management drills, ensuring operational readiness in case of an emergency.
  • Lead the CMT in crisis response in the event of emergencies or incidents involving EnCompass staff or offices.
  • Lead the in-country teams in the development of Business Continuity Plans for responding to and managing the safety and security of staff and EnCompass resources in the case of unforeseen events and catastrophes
  • Work closely with other Operations teams to ensure EnCompass has up-to-date policies, procedures, and training related to safety, security, and risk management
  • Actively monitor and maintain relevant security communication channels and provide real-time security updates to home-office and in-country staff and any traveling staff and consultants.
  • Liaise with corporate service providers, including International SOS, to coordinate medical and security evacuations, as needed.
  • Actively engage in a professional network of safety and security practitioners in order to ensure capture and apply industry learning and best practices.
  • Represent EnCompass and convene and lead the relevant country and/or incident security working groups.
  • Oversee and manage domestic and in-country service providers retained to provide safety and security services.
  • Travel to the EnCompass operating locations to assess, refine, and strengthen security protocols, as needed.

  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events
  • Train and mentor project safety and security staff, as requested; supervise other safety and security staff, as assigned.
  • Other duties as assigned.

Qualifications

Position Requirements

Academic Qualifications

  • Minimum of a High School diploma and 18 years of experience; or Associate’s degree and 16 years of experience; or Bachelor’s degree and 14 years of experience; or Master’s degree and 12 years of experience; or PhD and 10 years of experience.

Required

Experience and Skills

  • Minimum of 8 years of progressively responsible experience leading or managing an organization’s safety, security, and/or risk mitigation function, preferably in the international development sector.
  • Experience working in, or with, fragile, insecure, or conflict-affected areas
  • Extensive experience conducting effective threat and risk assessments, and developing, deploying and overseeing human-centered project safety and security approaches and protocols for complex project-level or global corporate operations.
  • Experience creating and providing safety and security training and security briefings to staff.
  • Experience leading crisis response and management drills, including in fragile, insecure, or conflict-affected operating environments.
  • Experience sourcing and effectively managing security, transportation, and communication service providers in support of headquarters and in-country operations.
  • Proven ability to communicate effectively in cross-cultural teams and settings; experience working with and advising executive teams is preferred.
  • Strong interpersonal and negotiation skills, ability to communicate and work effectively in a team
  • Strong organizational skills with attention to detail
  • Strong skills in using Microsoft 365 applications
  • Ability to work in volatile, uncertain, and quickly changing situations
  • Excellent problem-solving skills with the ability to manage priorities and meet deadlines
  • Excellent English written and verbal communication skills. Proficiency in other languages a plus.
  • Ability to maintain the highest level of discretion, diplomacy, and confidentiality
  • Ability to work in a strengths-based, affirmative work environment
  • Ability to travel overseas, including fragile, insecure, and conflict-affected environments, upon short notice

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $155,000 to $180,000
