SUMMARY OF POSITION RESPONSIBILITIES:
The Talent Acquisition Manager is responsible for overseeing the recruitment and talent acquisition functions for all affiliated companies under Enterprise Management. This includes managing recruitment strategy, optimizing applicant tracking systems, supervising a team of Talent Acquisition Specialists, and ensuring all workforce needs are met in alignment with organizational goals and regulatory standards.
The manager plays a key role in developing long-term workforce planning strategies, executing high-volume and specialized recruitment campaigns, and driving continuous improvement within the talent acquisition process. This position interfaces with leadership across operations, HR, compliance, and finance to ensure the right talent is brought on board efficiently, compliantly, and cost-effectively.
SCHEDULED DUTIES AND RESPONSIBILITIES:
- Lead, coach, and support the talent acquisition team, including Talent Acquisition Specialists and Recruiting Assistants
- Design and implement scalable, inclusive, and industry-aligned recruitment strategies for clinical, administrative, support, and executive roles
- Oversee full-cycle recruitment processes, from requisition creation to offer letter issuance
- Monitor and report on recruitment KPIs including time-to-fill, retention, cost-per-hire, candidate satisfaction, and applicant pipeline conversion
- Ensure applicant screening is completed daily, and active job descriptions in Paycom remain posted through corresponding requisitions
- Collaborate with hiring managers and executives to understand staffing needs, define position requirements, and ensure candidate alignment
- Approve all new hire offer letters/contracts based on job descriptions, budgets, and role-specific criteria
- Serve as point of contact for staffing agency coordination and performance management, and maintain a master list of approved vendors
- Manage sponsored job postings and recruitment ad spend; evaluate ROI for sourcing channels (e.g., Indeed, university partnerships)
- Drive diversity, equity, and inclusion (DEI) initiatives within recruitment efforts
- Lead recruitment marketing strategies including employer branding, social media outreach, and event planning
- Oversee new hire onboarding scheduling and coordination in collaboration with HR Generalists
- Ensure Talent Acquisition team communicates onboarding logistics clearly and accurately, and monitors progress to ensure new hire records are compliant
- Attend orientation sessions and ensure lifecycle liaisons are assigned for each hire; maintain onboarding assignments in shared tracking systems
- Resolve intranet tickets related to recruitment within 4 business hours and respond to HR-related inquiries in accordance with company standards
- Ensure timely and professional follow-up to applicant emails, calls, and voicemails; model service excellence for recruitment communications
- Serve as backup support for strategic HR and administrative functions when necessary

- Assist your supervisor with any work-related tasks as requested, taking initiative where possible
- Remain informed and compliant with regulations and standards, including COMAR, CARF, and other relevant governing bodies, as well as company policies and procedures
- Support the maintenance of a safe work environment by participating in drills and safety trainings as requested
- Maintain confidentiality of all records, especially those relating to client treatment or financial information
- Participate in external and internal audits/surveys (CARF/CSA/OHCQ) as directed by the supervisor
- Contribute to quality assurance and performance improvement plans by conducting audits and activities that ensure regulatory compliance
- Participate in HR special projects such as policy rollouts or engagement campaigns
- Serve as escalation point for candidate experience issues and difficult-to-fill roles
- Facilitate training for HR and hiring managers on recruitment best practices
- Review and revise job descriptions to ensure clarity and legal compliance
- Conduct annual workforce planning assessments and assist with budget forecasting for staffing initiatives
- Collaborate on special projects such as restructuring, new program implementation, and mergers/acquisitions
- Participate in quality assurance activities related to HR compliance, reporting, and audit readiness

LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS:
- 13 AIHR certifications
- SHRM certification
- Bachelor’s degree in Human Resources, Business, or related field required; Master’s degree preferred
- Minimum 5 years of progressive experience in recruitment/talent acquisition
- At least 2 years in a supervisory or management role
- Experience recruiting in healthcare, nonprofit, or human services settings strongly preferred
- Familiarity with EEO/AA, OFCCP, and HRIS/ATS systems
