POSITION: Communication Specialist

SALARY: $27.85-$33.92, per hour

REPORTS TO: Environmental Trust Director

LOCATION: , Nespelem, WA

Basic Functions: Non-Exempt. The Communication Specialist is critical in managing the communication strategy and enhancing the public image of the Environmental Trust Department. This position will develop and execute the Communication Strategy (both internal and external) and manage media relations. This position will work with diverse groups including school aged children, Tribal Elders, and professionals and staff representing federal, tribal and state agencies. The Communications Specialist also has responsibilities to the Response Program for overseeing and coordinating a comprehensive response plan to incidents or emergencies, including developing strategies, managing teams, ensuring timely and effective actions, and providing public site information updates.

MINIMUM QUALIFICATIONS:

Education and Training:

  • Requires a Bachelor's degree in Communications, Public Relations, Journalism, Marketing, or a related field.
  • OR an Associate of Arts in Communication, Public Relations, Advertising and Media AND forty-eight months experience demonstrating the ability to perform the duties and responsibilities of the position; OR A total of eight years of paid work experience that demonstrates the ability to perform the duties of the position.
  • Requires a Washington State drivers license.
  • Requires CPR/First Aid certification or ability to obtain within 90 days of employment.

Knowledge, Skills, and Abilities:

  • Requires public relations, project management, interpersonal, and multimedia skills.
  • Requires essential skills include strong writing, and editing abilities, proficiency in various communication channels (such as social media, newsletters, and press releases), and basic graphic design knowledge for creating content.
  • Requires knowledge/experience and/or willingness to learn air quality monitoring, use of air sampling equipment and analytical software, and to provide advice and remedial action of air quality issues.
  • Requires knowledge/experience and/or willingness to learn how to carry out industrial cleaning, safety measures and remedial actions for Emergency Response.
  • Requires knowledge of OSHA and TOSHA regulations; Hazmat; Spill Response.
  • Requires knowledge of lifesaving measures such as CPR and First Aid Certification.
  • Requires knowledge of Colville Tribes records management processes, including the Federal Freedom of Information Act.
  • Requires knowledge/proficiency in use of microcomputers, associated software and other equipment (i.e. scanners, copiers) required to perform job duties.
  • Requires knowledge and experience with tribal administrative review process as it relates to subcontracts and budget modifications.
  • Requires knowledge of and familiarity with reservation culture and lifestyles as it relates to the clients served.
  • Requires ability to understand complex oral/written instructions and carry out tasks to completion independently.
  • Requires ability to effectively communicate professionally and courteously with a wide variety of audiences both verbally and in written format.
  • Requires ability to establish and maintain effective working relations with staff, tribal programs, funding agencies, and the general public.
  • Requires ability to interpret and adhere to policies and procedures required by Tribal, State, and Federal Governments.
  • Requires ability to understand and apply federal, tribal and state environmental regulations and other requirements to daily work.
  • Requires ability to conduct fieldwork in various weather conditions.
  • Requires ability to manage time effectively to complete work assignments.
  • Requires ability to maintain strict confidentiality.

Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing. In addition, this position is subject to reasonable suspicion and post-accident drug testing.

TRIBAL MEMBER AND INDIAN PREFERENCE WILL APPLY; PREFERENCE WILL ALSO BE GIVEN TO HONORABLY DISCHARGED VETERANS WHO ARE MINIMALLY QUALIFIED.

If required of this position, you must possess and maintain a valid Washington State drivers license and be eligible for the Tribes Vehicle Insurance. In addition, this position may be subject to pre-employment background clearances. If applicable, these clearances must be maintained throughout employment.
