Key Responsibilities
- Collaborate with DCFW business leaders and subject matter experts to comprehensively understand the requirements for the new IT system.
- Create and sustain detailed project schedules, budgets, and monitor expenditures effectively.
- Develop and uphold all necessary project management artifacts in accordance with State, DHHS, and PMBOK guidelines.
- Manage all aspects including scope, resources, timelines, costs, quality, communication, and procurements to achieve the goals set by the State.
- Work in partnership with teams to conduct alternative analyses and prepare documentation (including RFPs if necessary).
- Engage with vendors to oversee deliverables, ensuring that milestones are met as planned.
- Establish project governance, deliver formal presentations, and coordinate with all project stakeholders while instituting appropriate project controls.
- Act as an IT project liaison for the business client.
- Collaborate with business stakeholders to devise necessary project management, change management, risk management, rollout, and training strategies.
- Partner with technical teams to guarantee technical readiness during the implementation phase.
- Maintain all essential State CIO project documentation.

- Proven experience in collaborating with business and program partners.

- Strong analytical capabilities and the flexibility to thrive in a high-demand, dynamic environment.
- Proficient in technical writing and documentation, including RFPs.
- Comprehensive understanding of iterative and incremental development principles.
- Experience managing Scrum team backlogs and priorities using agile tools (e.g., ServiceNow, Jira).
- Proven track record as a Scrum Master within Agile/Kanban settings, facilitating all Scrum ceremonies.
- Candidates with PMP Certification are preferred; Scrum Master certification is advantageous.
- Experience in managing or overseeing legacy system upgrade or replacement projects.
- Familiarity with collaboration efforts involving State and Local Government entities.
