Key Responsibilities
- Collaborate closely with program and project sponsors to identify and prioritize initiatives at the division level.
- Establish and implement a governance framework for the DPH data modernization program.
- Work alongside business and IT leaders to develop a comprehensive modernization roadmap for DPH.
- Determine data requirements and support the development of necessary dashboard visualizations for the division.
- Engage with stakeholders to create plans for delivering business intelligence solutions and data visualizations.
- Lead the development of Business Cases and Cost-Benefit analyses for prioritized initiatives within the program.
- Manage and secure various DHHS and state approvals for project initiation.
- Oversee the formulation and maintenance of detailed project schedules, budgets, and expenditures.
- Contribute to the development of Statements of Work (SOW) and Requests for Proposals (RFP) in collaboration with business and agency teams.
- Manage multiple vendor engagements and establish key requirements from cross-functional teams.
- Develop and maintain project management artifacts in accordance with State, DHHS, and PMBOK guidelines.
- Oversee scope, resource allocation, timelines, costs/budgets, quality, communication, and procurements.
- Collaborate with other program managers to identify risks and opportunities across concurrent projects.
- Develop training and rollout plans in association with business stakeholders.
- Supervise technical teams to ensure readiness during implementation activities.
- Maintain all required State CIO project documentation.
- Track and present project details, progress, status, and risks to senior and executive management.
- Demonstrated ability to create and advocate for a strategic vision in data modernization.
- Extensive experience in program/project management of large, complex technology projects.
- Familiarity with modern data architecture, data lakes, data warehouses, and relational database systems.
- Proven capacity to operate effectively in a diverse technical environment.
- Experience with on-site, off-site, and cloud-based database solutions.
- Strong leadership, negotiation, communication, and organizational skills.
- Ability to develop and implement comprehensive project plans using project management tools.
- Proficiency in Agile, Scrum, and Kanban methodologies.
- Excellent written communication and presentation capabilities.
- Ability to influence and lead cross-functional teams toward successful outcomes.
- Proven track record managing multiple projects at various stages of development.
- Experience within public health programs related to data modernization initiatives.
