Key Responsibilities
- Develop and secure approval for business cases for new projects through comprehensive stakeholder and market analysis, alongside cost/benefit assessments.
- Lead the execution of medium to large-scale projects characterized by moderate to high complexity and risk.
- Oversee the interdependencies of the IT project, ensuring collaboration across multiple divisions and external entities.
- Engage with senior executives, IT staff, business programs, and external partners to evaluate and fulfill project requirements while managing stakeholder expectations.
- Collaborate closely with DHHS Business and IT teams, as well as selected vendors, to successfully implement project initiatives.
- Provide leadership, direction, and oversight to project teams and vendor activities, reporting progress to senior management.
- Partner with vendors to manage project milestones, identify potential risks, and develop strategies for schedule resolution, while keeping management apprised of developments.
- Assist the Contract Administrator in vendor management and ensure that vendor deliverables receive appropriate review and approval from relevant team members.
- Create all project management documentation in accordance with PMI's PMBOK, NC DHHS PM Methodology, and the State of NC project methodology, including detailed budgeting, expenditure tracking, and status reporting.
- Supervise daily project activities, ensuring proper input into the State project portfolio management tool and online project notebooks.
- Handle internal and external relationships to guarantee successful project delivery.
- Manage the daily operations of the project, focusing on the monitoring and controlling of project risks, costs, and schedules.
- Facilitate the procurement process by developing necessary documents such as Requests for Proposals and Statements of Work, while assisting in bid evaluation, contract negotiations, and approval processes.
- Ensure the quality of project deliverables and effectively manage team dynamics to achieve project scope objectives.
- Results-driven, self-motivated professional with a robust work ethic and strong IT Project Management abilities.
- Excellent negotiation, communication, and problem-solving skills, complemented by solid leadership and team-building capabilities.
- Experience in healthcare is preferred.
- Ability to work independently with sound business judgment in a diverse communication environment.
- Proficient in managing complex projects with multiple work streams and competing timelines.
- Familiarity with low-code technologies, such as Salesforce, Microsoft Dynamics, or ServiceNow, is essential.
- Previous project management experience in healthcare and/or state government contexts is highly desirable.
