Key Responsibilities
- Construct and secure approval for business cases through stakeholder engagement, market analysis, and cost/benefit assessments.
- Implement medium to large-sized projects characterized by moderate to high complexity and risk.
- Manage the dependencies of IT projects spanning multiple divisions and external organizations.
- Collaborate directly with senior executives, IT staff, business programs, and external stakeholders to analyze project requirements and manage stakeholder expectations.
- Formulate and execute comprehensive communication plans for project stakeholders.
- Work closely with DHHS business units, IT, and selected vendors or internal development teams to ensure project implementation.
- Act as scrum master for internal agile development initiatives.
- Provide leadership, direction, and oversight to project teams and vendor activities associated with the projects, reporting to senior portfolio and executive management.
- Collaborate with development teams to manage project milestones and critical deadlines, proactively identifying risks and potential impacts to the project schedule.
- Support the Contract Administrator by managing vendor relationships, ensuring deliverables are reviewed and approved by relevant team members to facilitate invoice validation.
- Develop all project management artifacts in accordance with PMI's PMBOK guidelines, NC DHHS PM Methodology, and the State of NC project methodology, including detailed project budgeting, expenditure tracking, and maintaining project documentation.
- Oversee daily project activities, ensuring deliverable quality, managing risks, costs, and schedules, tracking expenses against the allocated budget, and documenting action items and decisions.
- Complete all inputs to the State’s project portfolio management tool and maintain online project notebooks.
- Manage relationships with internal and external stakeholders to ensure successful project delivery.
- Assist in procurement processes by developing relevant documents such as Requests for Proposals and Statements of Work, including drafting project scope, management tasks, and technical requirements.
- Strong project management abilities in both waterfall and agile methodologies.
