Job Overview

The North Carolina Department of Health and Human Services (DHHS) invites applications for the position of Senior Program Director. This pivotal role is designed for an accomplished leader with extensive knowledge in public health to spearhead a comprehensive IT modernization and transformation initiative. As a senior management professional, you will engage with a diverse array of internal and external stakeholders, formulating a strategic roadmap that aligns with the organization's goals. Key Responsibilities

• Collaborate closely with program sponsors and project managers to identify and prioritize initiatives at the division level.
• Develop and implement a governance model for the data modernization program.
• Partner with business and IT leadership to establish and prioritize modernization efforts.
• Assess data requirements and facilitate the creation of dashboard visualizations.
• Manage vendor engagements and secure necessary approvals for project initiation.
• Present updates on program details, progress, risks, and other pertinent topics to senior management.
• Ensure compliance with state IT guidelines and security requirements in collaboration with the State DIT.
• Oversee resource allocations and manage expectations for the program.
  
  

Required Skills

• Demonstrated ability to create and advocate for a strategic vision in data management.
• Extensive experience in program management, specifically managing sophisticated technology-driven business programs.
• Familiarity with contemporary data architecture, including data lakes and warehouses.
• Proven capability to operate in a diverse technical environment with various platforms and products.
• Strong leadership, negotiation, organizational, and time management skills.
• Excellent written and verbal communication skills, tailored to diverse audiences.
• Experience in managing a portfolio of projects with varying timelines and priorities.

Qualifications

• Required certifications: Project Management Professional (PMP) or Program Management Professional (PgMP), Agile (PMI-ACP) certification.
• Significant experience supervising complex programs involving legacy systems.
• Prior collaboration experience with state and local government entities.
