Key Responsibilities
- Collaborate closely with program and project sponsors to identify and prioritize initiatives at the division level.
- Establish and implement a governance framework for the DPH data modernization program.
- Partner with business and IT leaders, as well as Project Portfolio Managers, to develop and prioritize identified efforts and create a modernization roadmap for DPH.
- Assess data requirements and oversee the development of dashboard visualizations needed by the division.
- Work in conjunction with stakeholders to formulate the plan for delivering business intelligence solutions and data visualizations.
- Manage and secure various DHHS and state approvals necessary for project initiation within the program.
- Develop Statements of Work (SOW) and Requests for Proposal (RFP) collaboratively with business teams for projects within the program.
- Oversee multiple vendor engagements and identify essential requirements from cross-functional teams.
- Analyze risks and opportunities across various projects within the department in collaboration with other program managers.
- Maintain program details, progress, status, and risks, presenting relevant updates to senior and executive management.
- Manage resource allocations and expectations for the program to ensure optimal productivity.
- Established ability to conceive and advocate for a strategic vision in data management.
- Extensive experience in program management, particularly with large and complex technology initiatives.
- Proficient understanding of modern data architecture, including data lakes, warehouses, and relational databases.
- Demonstrated capability to operate in a technologically diverse environment with various products and platforms.
- Strong leadership, negotiation, time management, and organizational skills.
- Excellent written communication and presentation abilities tailored to diverse audiences.
- Proven track record of effectively collaborating with all levels of staff and stakeholders.
- Experience managing a portfolio of multiple projects at different stages of development.
- Preferred candidates will possess PMP/PgMP Certification and Agile (PMI-ACP) Certification.
- Experience managing or supervising large, complex programs, particularly those involving legacy system replacements.
- Familiarity with cross-functional team environments and collaboration with state and local government entities.
- Prior experience in public health is advantageous.
