JOB SUMMARY
Family Service & Children’s Aid Society employs the position of Human Resources Manager to administer human resources policies, programs, and practice: including planning, organizing, developing, implementing, coordinating, and directing. Duties include formulating policies and procedures for the Human Resources Department and recommending policies and practices to administrative staff and program directors. Performs Human Resources related duties at the administrative level and may carry out responsibilities in some or all of the following areas: employee relations, performance management, employee recognition programs, employee events, recruitment, training, benefits, and compliance.
This Human Resources Manager position is located at the Agency’s Main Office at 716 East Second Street in Oil City and reports directly to the Executive Director who provides formal individual supervision on a regular basis and informal supervision as necessary.
II. ACCOUNTABILITIES REGARDING WORK PERFORMED
1. Human Resources Administration
A. Recruitment – Develops and administers an effective recruitment and selection program selecting qualified candidates for all exempt and non-exempt positions including internal job postings, external advertising via fax, internet, newspaper, college relations, and career fairs.
a. Partners with executive director and programs directors to review applications and recruit job applicants who match experience with essential functions of the job, check references, and conducts interviews to fill job vacancies.
B. Employee Relations – Partners with executive director and program directors regarding conflict resolution, communication, discipline, and termination. Interprets and enforces Agency policies and procedures to ensure compliance with federal and state employment laws.
a. Responds to employee relations issues such as employee complaints, harassment allegations, and civil rights complaints. Must have the ability to make recommendations to effectively resolve issues by using judgment that is consistent with standards, practices, policies, procedures, regulations, and government law.
b. Responds to employee inquiries’ regarding polices, procedures, and programs.
c. Advises Executive Director in appropriate resolution of employee relations issues.
d. Coordinates program director training in interviewing, hiring, terminations, promotions, performance evaluations, safety, and sexual harassment.
e. Administers performance evaluation and compensation programs to ensure effectiveness, compliance, and equity within the Agency. Assures compensation program is competitive and equitable.
f. Administers classification programs, which includes classifying and reclassifying positions and writing job descriptions.
g. Assists Executive Director in administrating benefits programs such as life insurance, health insurance, vision insurance, dental insurance, retirement plans, vacation time, sick time, personal time, leaves of absence, and employee assistance.
C. New Hires – Oversees HR orientation, collection and processing of new hire paperwork, entering employee information in HR database, and issuance of badges.
a. Schedules and assists in new hire orientation and training on polices and procedures to foster positive attitude toward Agency and program missions.
D. Personnel Files – Oversees the management of personnel files for completeness and compliance requirements assuring that they are maintained as confidential records according to State, Federal, County, Agency, and HIPAA standards.
E. Leave Requests-Monitors FMLA and other leave of absence requests. Oversees paid time off tracking and processing, including vacation, sick, and personal time, and salary continuation.
F. Exit Interviews – Prepares, coordinates, and conducts exit interviews.
Make recommendations to the Executive Director for corrective action and continuous improvement.
G. Personnel Polices and Procedures – Responsible to propose, publish, implement, administer, and maintain personnel polices and procedures. Prepares and maintains the Agencies Personnel Policies and Procedures Manual. Develops venue for communications of changes to employees.
H. Compliance – Identifies legal requirements and government reporting. Responsible for Agency compliance with Federal and State regulations and legislation pertaining to all personnel matters including updates to required postings.
1. Responsible to perform regular audits of HR functions, document procedural findings and implement corrective actions
2. Coordinate and monitor the Agency’s compliance with state and federal laws, regulations, and guidelines in accordance with Title IX, Fair Labor Standards Act, Equal Employment Opportunity Commission, and American’s with Disabilities Act.
3. Implement the Agency’s discrimination complaint procedures; and investigate all complaints alleging discrimination based on the protected classes listed above.
I. Workers’ Compensation – Reports and monitors workers’ compensation claims and coordinates work between employee and insurance carrier.
J. Unemployment Claims – Monitors unemployment claims and represents the Agency at any hearing involving an unemployment claim.
K. Benefit Administration – Assist Executive Director in communicating with third party administrators or providers of the health, life, and dental insurance plans to properly meet the specifications of various benefit plan descriptions.
L. FMLA – Administer employee FMLA requests. Maintain documentation and confidential files ensuring compliance with state and federal regulations.
M. Employee Events – Oversee employee’s events and programs including monthly meetings, annual picnic, holiday gathering, and annual meeting.
N. Payroll – Develops and oversees a payroll system that tracks and reports personnel information that is pertinent to the agency’s needs and maximizes the potential of the payroll system. Works with the Administrative Assistant in compiling, verifying, and transmitting bi-weekly payroll information to the payroll processing agency.
O. HIPAA – Oversee the development, implementation, communication, and coordination of necessary updates and changes to the HIPAA Policies, Procedures, and Forms Manual in accordance with the needs of the programs, new laws, new legal interpretations, etc.
P. Medicheck – Performs monthly exclusion checks to comply with Federal regulations.
Q. Grants – Assists Executive Director and Program Directors with the preparation and submission of grant applications. Assists with submission of final reports and other documentation as requested.
2.Other
A. Attend conferences, meetings, in services, and training sessions in order to keep abreast of current information, regulations, and general knowledge to enhance professional growth.
B. May perform other duties deemed appropriate by the Executive Director to enhance the overall operation of the Agency.
III. HIPAA MINIMUM NECESSARY STANDARD
The minimum necessary standard, a key protection of the HIPAA Privacy Rule, is derived from confidentiality codes and practices in common use today. The minimum necessary standard requires the Agency to evaluate our practices and enhance safeguards as needed to limit unnecessary or inappropriate access to and disclosure of protected health information.
This position may only access the minimum information that is necessary to perform all job accountabilities included in this job description.

IV. REQUIREMENTS
1. Act 33, 73, 34 clearances.
2. Valid PA driver’s license and reliable transportation to use on the job when necessary and valid proof of insurance if personal vehicle is used for business purposes.
3. Ability and commitment to uphold and maintain confidentiality.
4. Availability and willingness to work evenings and weekends as required by program needs.
5. A willingness to attend out-of-town conferences, training workshops, and meetings as necessary.
6. Ability to undergo and successfully pass a pre-employment drug screening.
V. QUALIFICATIONS
1. Ability to communicate clearly and in a professional manner in both oral and written form.
2. Knowledge of the principles and practices of personnel administration and the techniques of personnel management.
3. Proficient in Word, Excel and familiar with Access.
4. Ability and personality characteristics to work effectively with people from all social, economic, ethnic, and educational backgrounds and age groups.
5. Ability to work effectively without direct supervision demonstrating accuracy and thoroughness and monitoring own work to ensure quality.
6. Strong commitment to implement and promote the mission, vision, values, and policies of the Agency.
7. Ability to plan (long and short term), synthesize concepts, and use upper-level reasoning.
8. Strong organizational and time management skills required. Ability to organize workload around program priorities, use time efficiently, and develop realistic action plans.
9. Ability to accept and exercise authority appropriately and make rational informed decisions.
10. Knowledge of workers’ compensation, performance management, benefits, current state and federal laws, and employee relations required.
11. Ability to work well under pressure.

VI. MINIMUM EXPERIENCE AND TRAINING
1.
· Bachelor’s degree in human resources management, personnel management, business administration, or a related field preferred.
2.
· Bachelor’s degree in human resources or related field and three to five years of relevant experience preferred, OR:
· Any equivalent combination of education, experience, and training which provides the requisite knowledge, skills, and abilities for this job, including knowledge of employment law and other government compliance regulations is preferred.
