JOB SUMMARY
The licensing specialist is responsible for the recruitment, assessing, and licensing of current and prospective foster families in compliance with the North Carolina Department of Health and Human Services’ rules and regulations. The licensing specialist is also responsible for training, advocating, and supporting foster parents through a variety of licensure actions and life changing events. The licensing specialist will ensure that the foster families are providing a nurturing, consistent and stable family environment as well as assess their ability to meet the needs of the children. The licensing specialist will work closely with the foster families to prepare them for state licensure and ensure the safety requirements are met. The licensing specialist will assess new prospective foster families and continue to assess and reassess current and transfer foster families. The licensing specialist will provide ongoing case management for no more than 32 foster families. All duties will be completed with supervision of the foster home licensing supervisor. The licensing specialist is required to maintain open communication with the licensing supervisor.
QUALIFICATIONS:
Bachelor’s or Master’s Degree in Social Work preferred; however, a requirement of any combination of education and experience equivalent to a Bachelor’s degree in human services, social work or related field and one to three years of social work or counseling experience. This position requires possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina.
NEW HIRE ORIENTATION/ JOB SHADOWING
The licensing specialist will complete a three hour orientation on the initial start day, following a nine day job shadowing; in which he or she will be paired with a current licensing specialist. The Licensing specialist will receive hands-on experience and demonstrations of how to effectively complete the duties of a licensing specialist, to include accompanying current licensing specialist to home visits for investigations, quarterly visits and environmental conditions checks.
SPECIFIC DUTIES
- Regular scheduled assessments of licensed foster family homes (annual and renewal evaluations).
- Assessment of new foster family home applicants.
- Interim and/or unscheduled assessments of licensed foster family homes (special evaluations and corrective action plans).
- Orientation of prospective foster parents.
- Pre-service training.
- Recruitment of prospective foster parents.
- Interim/unscheduled specialized training for individual licensed foster parents.
- Regular, scheduled training of foster parents (other than orientation and pre-service training), such as topic specific training classes for groups of licensed foster parents.
- Participate in or conduct inter and intra agency meetings for the purpose of coordination of unit and program direction; foster home recruitment; retention; training; regular and interim assessment; placement; support and advocacy.
- Keep paper and computer file data current, accurate, and in compliance.
- Participate in community education.
- Assist in representing the agency at community meetings.
- Agencies providing family foster care services may combine the duties of the case manager and licensing specialist and serve no more than ten children and ten foster families.
- Agencies providing therapeutic foster care services may combine the duties of the case manager and licensing specialist and serve no more than eight children and eight foster families.
- Other tasks that may be assigned by the department supervisor.
WORK ENVIRONMENT
Travel around Cumberland and surrounding counties is required for this position (in company vehicle or personal vehicle when company vehicle is not available.) Each individual employed with Firm Foundation, Inc. is required to contribute to a positive and professional work atmosphere.
