Primary Job Function:
The Operations Specialist is responsible for the administration of FMLA/ADA/Leave of Absence for all employees of Fort Wayne Community Schools. The Specialist must be knowledgeable of Federal FMLA & ADA rules and regulations as well as State policies regarding leaves. Review, process, evaluate, verify and track a variety of employee information. Prepare and maintain a variety of confidential manual and automated records assuring a high level of accuracy at all times.
Essential Duties and Responsibilities:
- Responsible to advising District personnel regarding the process of allocations, FMLA/ADA/Leave of Absence, benefit time, licensing, and other employee concerns.
- Understand union contracts and District employee policy booklets and be able to effectively communicate these policies and procedures with employees.
- Ability to understand how all elements and details of the process work together and identify and implement process changes to improve outcomes for the department, the district, and employees.
- Understand and be able to compute and balance contract salaries and be able to effectively communicate the computed salary and any changes with the employee.
- Based on hiring applications and service verification forms, be able to compute an hourly rate or annual salary.
- Meet bi-weekly assignment deadlines for payroll.
- Collaborate with the Payroll Department and be able to explain new and changed pay assignments.
- In collaboration with the Manager of Operations, input and update a variety of employee information in an assigned computer system; establish and maintain automated records and files; develop spreadsheets and generate a variety of computerized documents and reports; verify accuracy of input and output data.
- Establish and maintain personnel files and records according to established policies and procedures; process and update records and files with new hires, transfers, salaries, evaluations, and other employee information.
- Maintain District-wide personnel allocations; coordinate the preparation and tracking of certified and classified allocations for District-wide funding sources.
- Serve as a technical resource to employees, unit heads, and others regarding assigned personnel functions; respond to inquires and provide detailed information concerning related records, files, allocations, standards, time lines, policies and procedures.
- Prepare employee hires, terminations, and internal moves for the School Board Personnel Report.
- Perform related duties as assigned by the Administrator to meet the particular needs of the department and district.
Knowledge, Skills and Abilities:
Knowledge
- Knowledge of Indiana State Code and regulations related to certified employees
- Knowledge of National, Federal, State and Local laws including the Fair Labor Standards Act (FLSA).
- Knowledge of acceptable College and University accreditations and licensing for any and all FWCS positions.
- Knowledge of administrative and clerical procedures and systems such as word processing, managing files, designing forms and other office procedures and terminology
- Knowledge of principles and processes for providing customer services

Minimum Qualifications:
- Any combination equivalent to high School diploma and four or more years’ in Human Resources
- Bachelor’s degree in Human Resources, Organizational Leadership and Supervision or business-related field or commensurate experience, preferred
- Human Resources experience including working directly with employees in all aspects of an employee’s tenure during their time of employment, preferred
