What are the responsibilities and job description for the SCHOOL BUSINESS ADMINISTRATOR position at Franklin Public Schools?
The Franklin Public School District is looking for an experienced, hands-on School Business Administrator to join our great team effective July 1, 2024. The Administrator will manage the daily financial operations of the School Department in compliance with the audit and accounting requirements of the Massachusetts Department of Education. They will provide leadership and oversight in the areas of budget development, financial forecasting and planning, accounting, purchasing, grant management, and supervising revenue and expense administration, payroll, school nutrition services, and student transportation. This position is a year-round,12-month position offering a competitive salary and benefits compensation package. Salary is commensurate with experience.
The salary range is $150,000 - $170,000.
Performance Responsibilities:
-Directs all aspects of the School Department’s fiscal operations, including budget development and management, accounting systems and practice, fiscal analysis, and financial reporting (local, state, and federal)
-Advises the Superintendent in outlined areas of responsibility and initiates and leads program proposals and activities to increase services and/or increase efficiency in the school district
-Supports the School Committee in collective bargaining negotiations and/or contracts with respect to estimated costs and budget implications
-Manages daily accounting operations of the School Department in compliance with the audit and accounting requirements of the Massachusetts Department of Education
-Directs business office functions and supervises business office staff, including accounts payable, payroll, transportation coordinator, and accounting coordinator
-Prepares annual school department operations and management budget and presents reports, financial analyses, and forecasts to inform School Committee decision-making
-Makes presentations and interprets budget/financial matters for the professional staff, the School Committee, and community groups
-Supports the district’s short- and long-term space needs, including working through the Massachusetts School Building Authority’s processes
-Monitors monthly budget to actual performance and report such to Superintendent and School Committee
-Attends and participates in all school committee meetings
-Manages district’s compliance with the Foundation Budget, Net School Spending, and Charter School funding under state law and regulation
-Prepares Department of Education annual End of Year Report
-Implements all audit compliance requests and recommendations
-Manages all financial aspects of Federal and State grants
-Oversees bi-weekly payroll processing for the school district
-Prepares grant reports, requests for funds, and final expenditure reports for all federal and state grants
-Works closely with the Town Business Administrator and their staff to reconcile budget accounts and collaborate on business systems and functions impacting both town and school departments.
-Provides guidance for the accounts payable staff of the district, such as data input and warrant preparation
-Creates, implements, and updates processes and procedures for Business Office activities
-Oversees school transportation and supervises transportation coordinator
-Oversees food services accounting functions and supervises the Director of Food Services
-Utilizes various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages, to assemble, manipulate, and/or format data and/or reports
-Remains current in municipal/school finance by participating in MASBO/DOE/DOR workshops
