General Statement of Duties
The Deputy Chief Information Officer (DCIO) is responsible for providing technology vision and leadership for developing and implementing information technology (IT) initiatives that improve cost effectiveness, service delivery, and program development for the Infrastructure domain. The DCIO will serve on the IT Leadership team assisting with the planning and implementing enterprise information systems to support both distributed and centralized operations, working to implement and maintain the most efficient and effective enterprise-wide IT operations possible.
Distinguishing Features of the Class
The DCIO reports to the Chief Information Officer (CIO) and will be able to step in for the CIO at any time. They will supervise the organization’s information systems staff within the Infrastructure domain. The DCIO will assist the CIO in the coordination, facilitation, and consultation with county departments on information systems, communications, and management systems initiatives. They are responsible for the management of multiple information and communications systems and projects for their domain. The DCIO will help ensure that County information systems standards meet appropriate regulatory and legislation requirements, such as HIPAA and PCI Compliance.

The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.- Leadership: Serve on the leadership team of the IT department and provide oversight to the Infrastructure domain. Develop talent, champion the IT operating model, and help transform the IT department into a well performing team that operates with high integrity and efficiency. Be able to step in at any time to lead the IT department as backup to the CIO.
- Management: Manage and direct the daily activities of the IT domain they are over to ensure that departmental goals, objectives, and initiatives are successfully accomplished. Ensure that staff receive adequate communication to keep them informed of things taking place in the County and within the IT Department.
- Strategic Planning: Champion the IT Department’s Strategic Plan and be an integral part in the development and maintenance of the plan.
- Innovation and Process Improvement: Foster IT collaboration with internal and external business partners to guide our Business Transformation with a focus on planning the business transformation, vetting new technology, and preparing the organization for change.
- Contracts: Ensure the IT Department’s documented contract process is adhered to by the Infrastructure domain. Continuously improve our contract process and provide feedback into the process as we seek out better ways to do things.
- Budget: Provide feedback into the departmental budget for the Infrastructure domain. Monitor budget expenditures and initiates changes in work priorities to ensure completion within budgetary constraints.
- Customer Service: Ensure that the Infrastructure domain is customer focused with an emphasis on resolving issues and service requests timely, with courtesy and professionalism, with adequate communication, and to the customer's satisfaction.
- Staff Development: Ensure Staff in your domain have access to training. Ensure there are backups for all processes in your domain so staff can have a work life balance and create a career path for staff so they can advance with a focus on succession planning.
- Risk Management: Responsible for providing feedback and helping maintain the Gaston County IT Business Continuity Plan, Incident Response Plan, and Disaster Recovery Plans.
Other combinations of education and experience which meet the desirable knowledge, skills, and abilities will be considered. Applicable job experience can be substituted for education.The applicant selected must undergo and pass a drug screening test prior to employment.
