Under the direct supervision of the District Manager, this position plans, organizes and directs the functions of the Public Works Department including O&M of District assets, stormwater systems, parks and recreation programming, fleet maintenance, facility maintenance, landscaping and capital improvements.
Responsibilities and reporting during an Emergency Situation: Employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

- Plan and implement a comprehensive Public Works Operations and Maintenance program for the District; integrates public works programs and activities with city, county, state, and federal departments and/or agencies.
- Direct all operational personnel including recommending selection, promotion or discharge, and other appropriate personnel actions within the Department.
- Prepare evaluations for staff under direct supervision.
- Maintain and enforce departmental rules and regulations.
- Establish measurable goals and objectives for subordinates and ensure key performance indicators (KPI’s) are upheld.
- Plan, develop and implement proposals and programs to administer projects, provide services, and determine the needs of the District as ascertained by coordinating with residents and Board of Supervisors.
- Develop and update Standard Operating Procedures (SOP’s) and maintenance schedules for the Public Works assets, facilities, and equipment. Ensure that assets are maintained, refurbished or replaced as needed.
- Prepares budget estimates and controls the expenditure of department funds; this includes the planning and budgeting for future Public Works activities; establishing an adequate system of reporting from subordinates to assure necessary control; and the evaluation of services rendered in relation to cost vs. benefits derived and continuing need.
- Maintain regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups, and the public.
- Monitor inter-governmental actions affecting Public Works.
- Ensure District compliance with all rules and regulations as required by the Florida Department of Transportation (FDOT), Department of Environmental Protection (FDEP), the South Florida Water Management District (SFWMD), Environmental Protection Agency (EPA), and any federal, county and city regulatory agency having jurisdiction over District activities.
- Inspect facilities and directs or takes corrective action for operational, mechanical, or electrical malfunctions including the parks, sports fields and lighting, and swimming pool.
- Plans, organizes and directs activities to ensure current and anticipated planning and construction needs of the District are met; implements surveys and studies, anticipates future service requirements and develops strategies to render service, including review of various funding mechanisms; develops, establishes, implements, reviews and updates plans, goals, policies, procedures and standards for provision of services, ensuring compliance with state and federal laws and regulations; projects manpower and staffing requirements to meet current and anticipated needs.
- Attend meetings or provide technical support to the Committees, Sub-Committees of the District as directed and the ability to effectively communicate via technical writing and verbal reporting.
- Project management of all public works projects as designated by the District Manager.
- Maintenance and upkeep of the District Emergency Operations Plan.
- Performs other duties as assigned.
