Key Responsibilities:
Program Planning and Execution:
- Collaborate with the Program Manager to develop and execute comprehensive program plans, work plans, and schedules.
- Serve as a focal point for all program activities.
- Manage critical programmatic linkages, including adequate consideration of all relevant mission requirements, personnel assignments, and transitions, financial constraints, and stakeholder equities.
- Recommend innovative management ideas and solutions related to cyber operations, targeting, and analysis.
- Monitor program progress, identify potential risks, and implement mitigation strategies.
- Track key performance indicators (KPIs) and report on program status to senior leadership.
Team Leadership and Management:
- Lead and mentor a high-performing team of targeters, analyst, and operations support staff.
- Deliver and sustain a cadre of personnel with the requisite cyber skillsets.
- Foster a positive and collaborative work environment, promoting teamwork and innovation.
- Provide guidance, coaching, and performance feedback to team members.
Stakeholder Management:
- Build and maintain strong relationships with key stakeholders, including Sponsors, employees, and teammates.
- Effectively communicate program status, risks, and opportunities to stakeholders at all levels.
- Resolve conflicts and negotiate solutions to complex issues.
Financial Management:
- Oversee program budgets, track expenditures, and ensure financial accountability.
- Identify cost-saving opportunities and optimize resource allocation.
Risk Management:
- Proactively identify and assess program risks, developing mitigation plans to minimize impact.
- Monitor and manage risks throughout the program lifecycle.
Change Management:
- Lead and manage change initiatives, ensuring smooth transitions and minimizing disruption.
- Communicate change effectively to stakeholders and address any concerns or resistance.
Qualifications and Skills:
- Bachelor's degree or additional six years of related experience.
- PMP certification
- 10 years of experience in program management, preferably in a large-scale, complex environment.
- Proven track record of leading and managing diverse teams across multiple locations
- Strong understanding of the hiring and staffing process
- Excellent analytical, problem-solving, and decision-making skills.
- Strong communication and interpersonal skills, both written and verbal.
- Proficiency in project management tools (e.g., Visio, Jira).
- Ability to work under pressure and meet tight deadlines.
- Strong attention to detail and commitment to quality.
- Must have an active TS/SCI security clearance
